- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The solicitation is issued as a request for quote (RFQ). The RFQ number is DTCG80-01-Q-3FAU73. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. The associated North American Industry Classification System (NAICS) Code is 336399, and the size standard is 750 employees. The requirement is for two (2) Transmission Lube Oil Coolers Series 1500, part number 0501204408, for the ZF Transmission aboard the 110 FT USCG Cutters. The following requirements shall be met: The Lube Oil Coolers must fit the ZF Marine Transmission in the exact location as manufactured by ZF Marine. All cooling and oil hook ups must be in the same location as the original piping on the ZF Marine Transmission. Delivery shall be FOB destination to the Intergraded Support Command, Miami Beach, FL. 33139-5101 within 10 days after the date of the purchase order. The contractor shall extend to the government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the government. This will be a Firm-Fixed Price purchase order. Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's requirement. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will offer the best value to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability of the item offered to meet the Government requirements; (B) Past Performance, and (C) Price. The Government reserves the right to award a purchase order without discussions. All interested, responsible, firms should submit their quotation no later than September 26, 2001, 12:00 p.m. EDT, to U.S. Coast Guard, MLCLANT (vpl-4), 300 E.
