Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to initiate a Basic Ordering Agreement with Lockheed Martin, Owego, NY 13827-3998. The purpose of the proposed BOA and all subsequent order placed under it is to procure Peculiar Support Equipment (PSE), Integrated Logistics Support (ILS) and Sustaining Engineering to support the H60 Program. The proposed acquisition is for a PSE and technical data for which the Government does not own specifications or drawings. Lockheed Martin is the designer and developer of the Operation Test Program Sets (OTPS) and accompanying PSE. The technical data and drawings for the OTPSs and PSE are proprietary to Lockheed Martin. NAWCADLKE intends to procure this sonar system under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See Note 22.
