- NASA/GRC plans to issue a Request for Quotation (RFQ) for: Qty. 1 Perform Thermo Structural Analysis of Two CMC Designs for Nozzle Ramps (a) Review physical and mechnical properties data of the two CMC materials and establish a material properties database for each of the materials for finite element analyses. (b) Develop micromechanics-based material models for stiffness and strength prediction as needed. (c) Perform micromechanics analysis using the CEMCAN program as needed. (d) Develop user-defined material subroutines for ABAQUS analyses as needed. (e) Create PATRAN databases for the two actively-cooled designs. (f) Create ABAQUS input decks from the PATRAN databases for the two designs. (g) Obtain thermal analysis profile and temperature predictions from MSFC thermal analysts and incorporate into thermostructural analyses. (h) Apply boundary and loading conditions to the ABAQUS finite element model and perform finite element analysis of each design. (i) Review analysis results and create a suitable format for illustrating the results obtained for each design. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Connecticut Reserve Technologies, P.O. Box 81361, Cleveland, Ohio 44181. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c)(2). Connecticut Reserve Technologies (CRT) posses the expertise in performing the thermostructural analysis of actively-cooled ceramic matrix composite structures. NASA GRC have used CRT for other analyses of this type and was very successful in accomplishing its mission. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Tuesday, September 25, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
