- Description
- It is the Government's intent to negotiate with Northrop Grumman Systems Corporation, Integrated Systems and Aerostructures Sector, Airborne Ground Surveillance and Battle Management Systems, P.O. Box 9650, Melbourne, FL 32902-9650 for Aircraft Storage Activities under the Lot IX contract of the E-8C Production Program. Aircraft Storage Activities require the Contractor to receive and maintain in storage up to four (4) used Boeing 707-300C aircraft and records at Northrop Grumman Louisiana Operations, Lake Charles, LA. Currently there are four aircraft stored at Lake Charles which are in a non-serviceable condition. They would require FAA Flight Certification for any required transport to a new storage location. The estimated cost for aircraft flight generation is $2.7M. Should the aircraft be relocated from the Lake Charles facility and placed in storage, they would require additional flight generation back to the Lake Charles facility when needed for induction into the Joint STARS E-8C production line at an estimated cost of $2.6M. Initial aircraft flight generation at the Lake Charles Facility will require permission from the Northrop Grumman Systems Corporation, in addition to any insurance bonds directed by NGSC policy. Any and all support equipment (engine trailers, power units, crane, stands, etc.) necessary for aircraft flight generation must be supplied by the interested party. The Contractor shall perform an acceptance inspection for general overall condition of each aircraft. The Contractor shall inventory the aircraft and records using documentation provided with each aircraft. The Contractor shall accomplish several required actions to prepare each aircraft for initial storage, including removal of all liquids/fluids, batteries and avionics. Preparatory actions include preservation of engine fuel controls and fuel tanks. The aircraft avionics and instruments may need to be placed in an environmentally controlled storage area. The Contractor shall accomplish a quarterly visual inspection of all storage aircraft to ensure all previously applied protective coverings are intact and clean. Immediate repair of discovered defects to prevent deterioration during storage including any partial disassembly required to accommodate storage. The Contractor shall dehumidify the storage aircraft such that dehumidification units automatically turn off and on to maintain a 30-40% relative humidity in the fuselage. The Contractor shall perform operational and daily visual inspection of the units. The Contractor shall provide inside storage for the dehumidification units when not in use. The Contractor shall identify required critical production long lead materials for the E-8C Production Program. The Contractor shall determine applicable ADs and SBs for each additional stored aircraft. The Contractor shall identify the critical production long lead materials required to perform the ADs and SBs. The Contractor shall verify the need for only the critical materials required for each aircraft by reviewing aircraft records or NDI/NDT, as required. The Contractor shall provide the Government the list of ADs and SBs requiring accomplishment and the list of critical materials required. The Contractor shall establish and maintain a logbook for each aircraft in storage. If the Contractor desires to remove parts from any aircraft, permission from the ACO must be obtained. Lastly, the Contractor shall store the aircraft in a hangar facility. Northrop Grumman is currently the incumbent contractor. Statutory authority is 10 USC 2304 C (1) as implemented by FAR 6.302-1 "Only One Responsible Source." It is considered that only Northrop Grumman has the requisite management, technical expertise, Joint STARS expertise, and resources to accomplish within the current schedule and budget constraints of the E-8C Lot IX production effort. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
