Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will be not issued. Solicitation number M00681-01-T-2355, Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and DAC 97-13. This is a 100% small business set aside. The North American Industry Classification System code is 513390 -- $11 Million. All responsible sources may submit an offer. The requirement is for an Automated Voice Recognition System manufactured by Phonetic Systems Inc. or equal. Breakdown of items is as follows: (1ea) Phonetic Operator Server Software, includes: 1 P honetic Server; 4 Phonetic Access Ports; 2000 Name Directory. (2000 ea) Names Directory (500 names per name pak), total number of directory records with base system and additional Name Paks (zz Name Paks x 500 names + 2000 in base system, includes additional Software Access Ports. (1 ea) NMS 4-port Telephony Card. (1 ea) Annual Software Subscription (20% 0f US List) includes major and minor product releases for one year; includes unlimited telephone support for one year; and includes Name Recording Service updates (if Name Center is Licensed). (5 ea) Installation, Set-up & Training, includes Approved Travel and Expenses. (1 ea) Prompt Pak, 10 Custom Professionally Recorded Prompts. This system will access a voice directory for all commands aboard Marine Corps Base, Camp Pendleton, CA. In addition the system must be able to provide up to 1,000,000 records on one PC withou t segmenting database. Must have unlimited port capability. Proven accuracy of 96% recognition. Must be able to automatically update the database information from existing database. Must not require the entire database to be rebuilt after each and every modification. Must have unlimited fields of information per record (mail stop, pager, fax). Must have emulation of nicknames recited to caller for confirmation. Must be either Avaya or Seimens certified. Must be LDAP compliant all upgrades (major and minor) must be included under the maintenance program. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: 1) Technical. Provide information th at shows how contractor will meet all requirements identified in the synopsis. 2) Past performance. Provide customer references in large, complex database environments. 3) Price. An award will be considered on the basis of Technical Capability, Past Performance, and Delivery. Add the following factors as evaluation criteria: Technical Capability contractor must provide information that shows how it will meet all of the requirements identified in this synopsis. Past Performance: contractor must provide customer references in large, complex database environments. Delivery, delivery is required by 21 October 2001. Quotes are solicited FOB Destination to AC/S CIS, Camp Pendleton CA. Delivery is required for all items on or before 21 October 2001. Quotes shall be submitted no later than 1200 PST 27 September 2001 to SSgt Puebla via fax or mail. Quotes can be sent via US Postal Service to Regional Contracting Office, Po Box 1609, Oceanside, CA 92051-1609 Attn: SSgt Puebla. Faxed quotes should be addressed to SSgt Puebla 760-725-4346/8445, and clearly state the solicitation number on the first page to ensure receipt. Offerors bear the burden of ensuring that all pages of the quote reach the designated office before the deadline specified. Award will be based on Best Value to The Government. Award is anticipated on 29 September 2001.
