Description

The Volpe National Transportation Systems Center intends to procure on a non-competitive basis, through Simplified Acquisition Procedures with John Publicover, to provide Cargo and Port Security Evaluation and Support Services. This procurement will be processed in accordance with FAR Part 13. This proposed action is for services for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR Subpart 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. The United States Department of Tran sportation s Office of Safety and Security (S-60), acting in reference to Presidential Decision Directive Sixty Three (PDD-63), has identified the ocean shipping transportation and logistics chain as involving a critical infrastructure of the United States. In order to identify vulnerabilities and address protection requirements, a program has been established to evaluate cargo and port security in several non-U.S. ports. This program concentrates on containerized transshipments beginning at, passing through, or ending at a specific overseas port. The Office of Safety and Security has a requirement for a site survey and preparation of an evaluation report which describes the vulnerabilities and risk to containerize transshipments through a particular overseas port. The overall goal of this effort is to develop, implement, and assess a process for identifying and analyzing physical and information technology risks to cargo transportation security. Specialized knowledge is required to support this project. Contractor must have a background in physical security, physical security technology, information technology, information systems security and cargo security. For these tasks, the Contractor must have been on the initial port field survey and must have been involved in creating the model and initial survey report. Small Business firms classified under NAICS Code 54199 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication. The response shall be a minimum of 2 pages but not more than 5 pages of descriptive documentation describing your knowledge to support this project in the following areas: (1) Contractor must have a background in physical security, physical security technology, information, information technology, information systems security, and cargo security. (2) Contractor must have been on the initial port field survey and must have been involved in creating the model and initial survey report. (3) Contractor must have the ability to develop, implement and assess a process of identifying and analyzing physical and information technology risks to cargo transportation security. (4) Contractor must have the ability to obtain a Top Secret security clearance with in 60 days of the award of this contract.
