- Description
- The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to procure the following: Sole Source Basis with GBH International to procure (1 each system) Cone Calorimeter with built in gas analyzer system for carbon monoxide, carbon dioxide and oxygen, an attached personal computer which must meet ASTM E 1354, ASTM E 1474, ASTM D 6113, NFPA 271 and ISO 5660 specifications, (1 each system) ISO/IMO Lift Apparatus with its own software, pyrometer which must ISO 5658, ASTM E 1317, ASTM E 1321 and IMO Resolution A.653 (16) specifications, (1 each system) Flooring Radiant Panel with its own software which must meet ASTM E 648, ASTM E 970, NFPA 253 and pr EN ISO 9239 specifications, (1 each system) ISO/NBS Smoke Chamber combined with its own personal computer, software and load cell attachment which must meet ISO 5659.2, ASTM E 1995, ASTM E 662, NFPA 270 and NFPA 258 specifications, (1 each system) Mass Loss Calorimeter compatible with the cone calorimeter software which must meet ASTM E 2102 specification, (1 each system) Large Scale Calorimeter Rig Section including software compatible with the cone calorimeter, and mass loss calorimeter, and with a laser mounting harness, ports for measurements of smoke obscuration, gas analysis, temperature and pressure using thermocouples and a bi-directional probe which must specifications ISO 9705 and capable of being used for measurements according to ASTM E 2067, ASTM E 1537, ASTM E 1590, ASTM E 1822, NFPA 265 and NFPA 286, (5 each system) gas analyzer systems to be used in conjunction with the fire test apparatuses with the previous listed systems. The gas analyzer systems will be able to be used independently in separate compartments to measure the generation of carbon monoxide and carbon dioxide and the consumption of oxygen, independent of other fire test instruments. The analyzers must meet the requirements of gas analysis measurements in ASTM E 800, ASTM E 2067, ASTM E 603, ASTM E 1354, NFPA 265, NFPA 286, ISO 5660 and pr EN ISO 13823. Award will be made on an all or nothing basis. Award will be made to the offeror meeting all specifications listed above This procurement is a total Small Business Set-Aside and an award will be made utilizing the simplified acquisition procedures under FAR Subpart 13.5. Awardee must complete a SF-3381 ACH Vendor/Miscellaneous Payment Enrollment form, for payment via electronic funds transfer. All interested parties must submit a quote within 5 days after date of publication. Award will be based on best value to the government. Quotes must include price and product literature information, which list specifications, bullets per box and boxes per case.
