Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEM in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is a 100% small business set-aside. The small size standard is 750 employees for the North American Industry Classification System (NAICS) Code 334220. THIS WILL BE A REVERSE AUCTION ACQUISITION. This solicitation is a Request for proposal (RFP) DAAB07-01-R-B222. The U.S. Army intends to procure the following item: Antenna, AS-3244/TS, NSN 5985-01-063-1474, and Quantity of 137 each. Shipments are to be FOB Destination. All items are to be shipped to XU Transportation Officer, DDSP New Cumberland Facility, Building Mission Door 113 134, and New Cumberland, PA 17070-5001. DELIVERY: The first delivery of 35 units shall be within six (6) weeks and the balance of 102 units ten (10) weeks after contract award. Packaging and Packing shall be in accordance with Standard Practice for Commercial Packaging (ASTM D 3951-98). The Government will accept incremental deliveries. PROVISIONS AND CLAUSES applicable to this acquisition are as follows: 52.212-1, Instructions to Offerors -- Commercial. Items (NOV 1999), no addenda included; FAR 52-212-3 ALT I, Offeror Representations and Certifications -- Commercial Items (OCT 1999) and Alternate I (OCT 1998); FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (APR 1998),No addenda included; Far Clause 52-212-5, Contract terms and Conditions Required to Implement Status or Executive Orders -- Commercial Items. (JAN 1999), for Paragraph (b) the following clauses apply: (11), (12), (13), (14), (15), (16), and 22; and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (SEP 1999), for Paragraph (b) the following clause applies: 252.225-7001; FAR 52.227-01, Authorization and Consent (JUL 1995); FAR 52.227-03, Patent Indemnity (APR 1984) (Supply); DFARS 252.204-7004, Required Central Contractor Registration (CCR) Notification (MAR 1998); FAR 52.219-06, Notice of Total Small Business Set-Aside (JUL 1996). The following clauses are local CECOM clauses and all interested parties shall request a copy from the Contract Specialist; 52.7043, Standard Practice for Commercial Packaging; 52.7047, Bar Code Marking; and FULL TEXT OF THESE PROVISIONS AND CLAUSES, WITH NOTED EXCEPTION REGARDING LOCAL CLAUSES, MAY BE OBTAINED BY ACCESSING ANY OF THE FOLLOWING INTERNET WEBSITES: http://acqnet.sarda.army.mil or http://farsite.hill.af.mil. REVERSE AUCTION INSTRUCTIONS AND AGREEMENT: The United States Electronics and Communications Command (CECOM) will conduct a competitive, anonymous, on-line reverse auction for the requirements specified above. The Web address to gain access to the auction is http://pilot.frictionless.com/. The specific time for this reverse auction will be 9 October 2001 at 2:00 p.m., Eastern Standard Time. Delivery will be in accordance with the specified delivery schedule stated above. The contractors shall sign and return the Representations and Certifications to the Contracting Officer at CECOM to receive a user and password for the reverse auction by COB 2 October 2001. The offerors agree to meet each requirement specified and only offer items that meet or exceed these requirements. BASIS FOR AWARD: At the conclusion of the reverse auction, the Government intends to make an award to the Contractor who submits the lowest price, and deemed acceptable and responsible by the Contracting Officer. The Bidders must bid on the full quantity identified. The Contracting Officer reserves the right to make no award under this procedure.
