- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/. (ii) Solicitation F44600-01-T-0043 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20001213. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. (iv) This acquisition will be 100% small business set-aside. The North American Industry Classification System (NAICS) code is 333315 with a small business size standard of 500 employees. (v) The 1st Contracting Squadron has a requirement to upgrade the existing Audio-Visual Equipment in four rooms the Officer?s Club, Langley AFB, VA 23665, to include all equipment, wiring, programming, hook-up, installation, training, and warranties on all parts and labor. One(1) room at the Enlisted Club will be provided with CLIN 0029 to include CLIN 0034 and 1 job of CLIN 0030 and 0033. (vii) Delivery: Date of delivery to include totally installed and completely operational A/V systems and training shall be provided NLT 2 weeks after installation is completed. Place of delivery for acceptance and FOB point will be 128 Benedict Ave for the Officer?s Club and 350 Clarke Ave for the Enlisted Club, Langley AFB, VA 23665. (viii) The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2000), is hereby incorporated by reference. Addendum to FAR 52.212-1 A site visit is scheduled for September 24, 2001@ 14:00 AM, 128 Benedict Ave, Langley AFB, VA 23665. Coordination must be done with POC Lt. Heather Seeber, 757-764-4117, in advance of site visit to identify visitors by name. Pictured identification will be required upon arrival for site visit. Location for installation of equipment will be addressed during the site visit and a question and answer session will be conducted at the end of the site visit. Offers must be itemized and individually priced according to CLIN numbers and include legible descriptive literature for ?or equal? items for evaluation purposes. (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (JAN 1999), is hereby incorporated by reference. Evaluation ? Commercial Items (JAN 1999) (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the items offered to meet the government requirement, and (ii) price. The Government reserves the right to evaluate technical compliance and make a best value decision. This could result in award to other than the lowest priced offer. The area of technical capability is of higher importance when compared to price. The technical evaluation will consist of reviewing and evaluating the ?or equal? literature for compliance with meeting or exceeding requirement specifications. If the offeror fails to provide the descriptive literature, blueprints or drawings, it may be grounds for disqualifying his/her offer. (x) Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (MAY 2001), and 252.212-7000, Offeror Representations and Certifications-Commercial Items (NOV 1995), with his/her offer. (xvii) POC: Tony Watson at 757-764-2175, fax 757-764-7447, or e-mail anthony.watson@langley.af.mil. =20 STATEMENT OF WORK 1 COMMUNICATIONS SQUADRON AUDIO VIDEO UPGRADE IN OFFICER & ENLISTED CLUBS As of 17 Aug 01 Overview The requirement is for design, installation, setup, and training on audio-visual systems in the Regency, Columbus, Upstairs Conference, Commander?s, Ballroom, and Williamsburg Rooms in the Langley AFB Officers Club and for a feedback eliminator in the Langley AFB Enlisted Club. Any necessary facility modifications, structural or electrical, required for system installation/operation must be identified by the contractor and will be accomplished by the user. System Design System design is for an upgrade of the existing A-V equipment in the 4 rooms listed above. Includes all equipment, wiring, programming, hook-up, installation, training, and 1 yr warranty on all parts & labor. Projection The projection system should include a 3000 Lumen projector in each of the 4 Officer?s Club Rooms. In the Regency Room, a wall plate will be located next to the rack to accommodate a PC and VCR. On the stage will be a wall plate that allows a guest to plug in a laptop. All sources will be routed to a switcher that will be controlled by the control system. The Columbus room will have a wall plate similar to the one in the Regency Room, which can be switched so the room can view the same sources as the Regency Room. Each room will also be outfitted with a new 120? diagonal tab-tensioned screen to reduce wrinkles & extend lifetime. The projector screen will be remotely controlled by the control system. Audio As many existing audio components should be used as possible to upgrade the systems in the Regency & Columbus Rooms to work in a room combining and zoning scenario. All existing speakers should be reused, except for one. Each room will have volume control panels mounted on the wall that will allow for local volume changes and broadcast volume changes. The master controller can be located with the rack or stage area. =20 In the Commander?s Room, a wireless system including transmitter, receiver, and handheld microphone should be included, along with the ability to switch between a 70V and 8Ohm system. This is to enable the connection of an external PA system. =20 In the Ballroom, 4 aesthetically pleasing speakers should be installed and the system should be rewired for user friendliness. Use black speaker wires and cables to match existing wires. System Control Control panels should be touch sensitive, user friendly, and programmable to control several different pieces of equipment. The main control is the volume and room configuration. The user can control local volume or the entire system?s volume. These touch panels (2) will also control the screen up and down functions, projector on and off functions, and source selection. See attached documentation for example of acceptable system.
