- Description
- (i) This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. (ii) This solicitation (DTCG81-01-Q-3X3493)is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. FAR clauses and provisions are available via internet address: http://www.arnet.gov/far/. (iv) This is a 100% set-aside for small business concern. All responsible firms may submit an offer which will be considered. The North American Industry Classification System (NAICS) is 332321/500. (v) Acceptance: destination. FOB: destination. This is a firm-fixed price contract. (vi) DESC: Project consists of all material, equipment, labor, and supervision to upgrading existing Hangar Door Systems located at U.S. Coast Guard, Cecil Field Hanger 13, 13520 Aerospace Way, Jacksonville, FL 32215. Work will include, but not limited to the upgrading of four (4) hangar door systems consisting of five (5) individual panels; each panel is approximately 20 feet wide by 25 feet high and 5-10 tons. Steel I-beam frame construction. Steel 18-inch wheels move on steel tracks. Currently they are individual panels, panel 1 will move behind panel 5 without moving panels 2, 3, or 4. Desire each panel to cascade behind one another and should extend and contract like an accordion. Motors must have a disengage function so doors can be manually be moved in the event of electrical failure. Note: Currently doors function but require numerous personnel to move. This will be a phased project with the East side of the hanger completed first (2 Hanger Doors) then completion of the West side of the hanger (last two doors). Work to be completed no later than 15 January 2002 without prior approval from the Contracting Officer. NOTE: In light of recent events, contractor is required to have a flexible work schedule. Contracting Officer's representative will notify the contractor and contracting officer of schedule changes. Complete ion date will be extended based on government delays. SAFETY FEATURES: Motor activation switch/button shall be attached to forward panel and require person to maintain constant contact or motor will stop driving. Leading edge of forward panels should have safety device installed to prevent people or materials from being crushed. Must have an audible horn that sounds when motor is operating. Wage Determination (vii) TRAVEL EXPENSES ARE NOT AN AUTHORIZED EXPENSE FOR THIS CONTRACT. 94-2115 (Rev 27) dated 5/31/01 for installation cost in excess of $2500 in applicable to this order. (xi) The anticipated award date 28 September 2001 (xii) All RFQ's shall be accompanied by descriptive literature and warranty information that meets the specifications of equipment being quoted. No consideration will be given to quotes lacking this and any other information set forth in the solicitation. (xiii) Federal Acquisition Regulation (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-2, Evaluation-Commercial Items (Jan 1999). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Capability of service(s) offered, and Past Performance factors (please provide Points of Contact, Telephone Numbers, and types of services which contracts have been satisfactorily completed of at least 3 current references). 52.212-3, Offerors Representations and Certifications-Commercial Items (May 2001). 52.212-4, Contract Terms and Conditions-Commercial Items (May 2001), 52.212-5, Contract Terms and Conditions-Required to Implement Statues or Executive Orders-Commercial Items (May 2001) applies as follows: paragraph (a), (b) (5), (7), (11), (12), (13), (14), (15), (19), and (25), (c) (1), (d), (e). (xiv)In compliance with the said clause, the following additional FAR Clauses 52.252-2, Clauses Incorporated by Reference (Feb 2000) as part of and apply to this RFQ: 52.232-8, Discount for Prompt Payment (May 1997), 52.246-1, Contractor Inspection Requirements (Apr 1984), 52.237-1 Site Visit (Apr 1984), Note: Site visits shall not be paid for by the Government. (xv) Please read, complete and provide all information in FAR Provisions 52.212-1 and 52.212-3.
