- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation M/OP-01-1785 is issued as a Request for Proposal. Proposals must be submitted by the closing date/time indicated below in any format of your choosing provided that a detailed price quote for each line item included in the description of the requirement is shown (Note: For multiple quantity items, please indicate single unit price in addition to total quantity price.), completed representations and certifications pursuant to FAR Clause 52.212-3 are submitted, availability/commitment for lodging accommodations (lodging rate as per person per night) is indicated, pricing options (if any) and description of proposed daily refreshment breaks is shown, a description of internet capability for the business room (e.g., quantity of dedicated lines available and pricing arrangement) is included, and a description of available copying service and pricing information is listed. Offerors are encouraged to include with their offers any additional information (existing product/service literature) which describes the available accommodations, amenities and local area attractions. A best value determination for award selection will be made considering price and other factors. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. FAR 13.500(a) authorizes simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $5,000,000, including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. Conference facilities located not less than 1.5 hours and not significantly greater than 3 hours driving distance from the Washington, DC metropolitan area for worldwide conference for USAID's Bureau for Humanitarian Response, Office of Food for Peace. Dates: November 12-16, 2001. Line Item 1: overnight accommodations: Room and board for 150 people. Maximum of five (5) days and four (4) nights. Line Item 2: one (1) large conference room: five (5) days, Monday through Friday capable of accommodating up to 150 people. Classroom-style seating (e.g., chairs with tables as opposed to chairs only) highly preferred. Line Item 3: four (4) breakout rooms: two (2) days, Wednesday and Thursday capable of accommodating 35-40 people per room, classroom-style seating preferred, if available. Line Item 4: one (1) business room: Five (5) days, Monday through Friday, that must have adequate space and technical capability to accommodate up to four (4) computers, each having independent access to the internet. Internet service provider (ISP) service for each computer line (local access number preferred, if available. Line Item 5: daily refreshment breaks: five (5) days, Monday through Friday, twice daily at mid-morning and mid-afternoon, capable of accommodating approximately 150 attendees. Example of breaks desired: mid-morning break (coffee, tea, water, juice, pastries); mid-afternoon break (coffee, tea, water, soda and cookies). Line Item 6: audio/visual support: large room and breakout rooms with lectern, overhead machine, projection screen, and easels with writing pads; large room only: microphone(s) with speakers. Line Item 7: photocopying: the need to be able to make photocopies is anticipated, but the exact quantity of copies needed cannot be determined in advance. Note: Approximately 150 guests will be travelling on individual travel authorizations. It is anticipated that ten (10) guests will check in on the day (preferably Sunday) before the conference. Government rates are requested. Again, pricing should include all room and board. The U.S. government is tax exempt. Offers are due no later than 4:30 p.m. September 24, 2001 at the address listed above. Faxed offers are acceptable and encouraged.
