Description
Amendment:1. Remove item 5 from the list of services to be included in the fixed-price r.s.f. rate. 2. Remove item 3 from the list of services that may be ordered under an IDIQ CLIN. 3. Add the following to item 2 from the list of services that may be ordered under an IDIQ CLIN: "During tenant improvement construction, the contractor shall perform construction administration which includes, but is not limited to, checking for accuracy, monitoring construction schedule progress, ensuring compliance with federal and local building codes, and verifying that the requirements of the lease and the SEC approved drawings are being met. Any architectural/engineering problems or variances from approved plans will be reported to the SEC immediately." 4. Change Mandatory Minimum Requirement 2 to "2. Offerors must be fully operational upon award to work on this project." 5. Replace the first 9 sentences after Contract Type with "Contract Type: This is a Firm Fixed Price contract. CLIN 0001 is a firm fixed price line item. CLIN 0002 is an IDIQ line item. Orders issued under the IDIQ CLIN will include the Firm Fixed fully burdened hourly rates for three option years. The estimated minimum for each option year is 50 man-hours and the estimated maximum is 5,000 man-hours. Below is a list of services that may be required under CLIN 0001 (indicate what your normal fixed rentable square foot price is for each required service.): Architectural Part: Architectural design price per rentable square foot to produce design intent drawings and construction drawings for 650,000 rentable square feet (See above services that will be required, items 1 through 4). Firm Fixed Price 1: Design Intent Drawings (rate per r.s.f) _______________. Firm Fixed Price 2: Architectural Portion of Construction Drawings (rate per r.s.f)_______________. Engineering Part: Engineering design price per rentable square foot to produce mechanical drawings and construction drawings for 650,000 rentable square feet(See above services that will be required, items 1 through 4). Firm Fixed Price 3: Engineering Portion of Construction Drawings (rate per r.s.f)_______________. CLIN 0002 (IDIQ) Please list the fully burdened hourly rates of each labor category (example: Principal $xx.xx per hour), proposed for the IDIQ CLIN." 6. Change the introductory Evaluation Criteria line to "Technical Evaluation Criteria: The following evaluation criteria for stage one are approximately equal:" If two or more offeror's proposals are determined to be technically equal price will become the determining factor for making the award. Clarifications: 1. All work required to produce design intent drawings and construction drawings shall be priced in the fixed price per r.s.f. rate. Construction administration, assisting with general contractor selection, and base building technical advising shall be priced in the IDIQ CLIN hourly rates. 2. Offerors must have an office in the Washington D.C. metro area' means there must exist an office as of September 12, 2001 within Washington D.C., Montgomery County (MD), Prince Georges County (MD), Alexandria City (VA), Arlington County (VA), Fairfax County (VA), Loudoun County (VA), and Prince William County (VA). 3. The offeror will be required to make the number of revisions to a division's floor plan necessary to complete the design intent drawings. 4. Offerors are to submit only hourly rates for option years 1, 2 and 3 for the IDIQ CLIN.. 5. The 3-year contract period begins upon contract acceptance. 6. Pages from all sections combined shall not exceed ten (10) letter size pages. SF 255, SF 254, and pricing information shall not be counted toward the 10-page limit. The 10-page limit does include items such as, project descriptions, and any other technical information. 7. The SEC has a program of requirements that may need adjusting. The SEC reserves the right not to entertain any further questions. Due to the developer's inquiries regarding base building items, the SEC has an immediate and urgent need for architectural and engineering services. Any delay in responding to the developer's inquiries could cause detriment to the interests of the SEC. Therefore, the SEC is deviating from the time limits and certain other procedures of FAR Part 36 in procuring these services. Offerors interested in being considered for the SEC's Interior Design requirement must respond by Friday, September 21, 2001, 3:00pm local time.
