Description
This announcement serves as a notice to previously identified prime contractors that on or about September 17, 2001 the Defensive Radar Program Office (ESC/SRF), Electronic Systems Center, Hanscom AFB, MA intends to release the following draft DRP documents associated with the preparation of the Defensive Radar Program Draft RFP; (1) Statement of Objectives (SOO), (2) Technical Requirements Document (TRD), (3) Facility Requirements Document, (4) Security Classification Specification and (5) associated Security Classification Guide. Please be advised that the Technical Requirements Document is classified U. S. Secret/Releasable Taiwan while the remaining documents are unclassified "For Official Use Only". All aforementioned documents will be provided via registered mail only to previously identified prime contractors. Accordingly it is requested that previously identified prime contractors provide the appropriate facility clearance information and mailing instructions to Daniel E. Gorman, Jr., CPCM, Contracting Officer, ESC/SRK, 29 Randolph Road, Hanscom AFB, MA 01731-3010. The purpose of providing these DRP Draft RFP documents to potential offerors is to obtain industry feedback, promote a clearer understanding of the program requirements and aid in producing a more effective RFP and resultant contract for this acquisition. Respondents are encouraged to evaluate, question and/or any challenge any elements of the documents and specifically identify areas that should receive special attention. Responses to these documents are voluntary. At the contractors discretion the responses may be classified as either general, open comments that can be shared with other potential offerors or as contractor specific/not releasable. Potential offerors will be given 30 days from the posting date of this CBD notification to provide their comments. Comments should be provided in writing with three (3) IBM formatted diskettes via mail to the Contracting Officer, Daniel Gorman at the address specified above. The comments shall be provided against each document (SOO, TRD, etc.), identifying each comment by the page, paragraph and line number associated with the respective document. Unless otherwise requested all comments along with the Governments responses will made available to all other potential offerors. Responses to any comment categorized as contractor specific/not releasable will be provided only to the originating contractor. This request for comments constitutes neither a request for proposal nor a commitment by the Government to request proposals in the future. Funds are not currently available for this requirement. Offerors are advised that the cost of any responses to, or other costs incurred as a result of this notice, is at the offeror's own risk. Unless funds are made available for this requirement, no contract will be awarded. Limited to U.S. firms only. Should a company not previously identified as a prime contractor wish to be considered as a prime contractor, they are requested to present information requested by the previous DRP synopsis published on 22 September 2000. Any responses to this CBD announcement are at the contractor's expense and will not be reimbursed by the Government. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection. You can contact the Ombudsman at (781) 377-5106. See Note 26.
