Description
This is a combined synopsis/solicitation for 70 hotel rooms within 2 miles of MCAS Miramar for the period 10 to 15 October, 2001, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is M6786501T0075 the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This acquisition is Unrestricted, the NAICS code is 721110 and the size standard is $5.0M. The contract period consists of six nights; 10 Oct 2001 through 15 Oct 2001. CLIN 0001 70 double occupancy rooms (2 conventional beds per room). Requirements are as follows: 1. The contractor shall provide double rooms, at the same facility. Each room shall have at least two (2) twin/double beds; collapsible or rollaway beds are not acceptable to fill this requirement. Each room shall have its own bathroom, and adequate heat and air conditioning, as appropriate. 2. The contractor shall provide an uninterrupted supply of hot water to each room, each morning during the hours of 5:00 A. M. to 8:00 A.M. The temperature of the water shall not be less than 100 degrees Fahrenheit. 3. The lodging facility must be located within 2 miles of MCAS Miramar. Two (2)-parking spaces shall be made available for each room contracted. 4. The lodging facility shall have an information desk staffed twenty-four (24) hours a day. 5. Rooms shall be supplied with daily maid and linen service. 6. Rooms shall not be located near noisy or heavy traffic areas as a bar, dance floor or lounge. When there are tour groups lodged in the facility, members need to be berthed in an area of the facility away from the tour groups. 7. The Contracting Officer or representative may conduct a pre-award site visit prior to and during the term of the contract period. MCAS Miramar personnel will advise the contractor of any changes to the above dates or room requirements as soon as changes are known. An offeror must quote on all rooms in this solicitation to be eligible for award. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Award will be made on the basis of best value to the government considering price, quality. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offers. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition with the following additional FAR clauses being cited as applicable to this acquisition; 52.222-21 Prohibition on Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.222-19 Child Labor-Cooperation with authorities and remedies; 52.232-36 Payment By Third Party, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351, et seq.). The following Defense Federal Acquisition Regulation Supplement (DFARS) clauses are applicable to this acquisition: 252.225-7002 Qualifying Country Sources as Subcontractors; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items with the following additional DFARS clauses being cited as applicable to this acquisition: DFAR 252.225-7001 Buy American Act and Balance of Payments Program. Offerors shall be required to submit the following information in order for their quotation to be considered: 1) Prices for the above mentioned items. 2) A completed copy of the Offeror Representations and Certifications found under the following provisions: FAR 52.212-3 Offeror Representations and Certifications Commercial Items, DFAR 252.225-7000 Buy American Act-Balance Of Payments Program Certificate.
