Mandatory Pre-proposal Conference. The USPS attempted to include sufficient information with this solicitation for an offering FC to prepare responsive and comprehensive responses. A pre-proposal conference will be held to allow all interested FCs to ask questions for the mutual benefit of all involved and to achieve an equitable dissemination of information. The pre-proposal conference will be held in the Ben Franklin Room from 1:00pm-5:00pm,October 26, 2001, at United States Postal Service Headquarters. Attendance at the pre-proposal conference is mandatory for all offerors as a prerequisite for submitting a proposal. Please contact Derrick L. Barnette at (202) 268-8506 or via email at dbarnett@email.usps.gov no later than October 22, 2001 with the names and titles of the attendees. THE CONFERENCE WILL BE HELD AT: BEN FRANKLIN ROOM 1:00pm -- 5:00pm UNITED STATES POSTAL SERVICE HEADQUARTERS 475 L?ENFANT PLAZA WASHINGTON, DC 20260 ATTENDANCE AT THE PRE-PROPOSAL CONFERENCE IS A MANDATORY PREREQUISITE FOR ALL OFFERORS THAT INTEND TO SUBMIT A PROPOSAL. IF A NON-COMMERCIAL BANK IS TO BE THE PRIME CONTRACTOR, SUCH OFFERORS MUST CERTIFY, IN ITS PROPOSAL SUBMITTED TO THE USPS, THAT IT HAS PARTNERED WITH A COMMERCIAL BANK (AND PROVIDE THE IDENTITY OF SUCH INSTITUTION ON THAT COMPANY?S LETTERHEAD). OFFERORS ARE CAUTIONED THAT, NOTWITHSTANDING ANY REMARKS OR CLARIFICATIONS GIVEN AT THE CONFERENCE, ALL TERMS AND CONDITIONS OF THE SOLICITATION REMAIN UNCHANGED UNLESS CHANGED BY AN AMENDMENT. As responses to all questions submitted have been provided (or are provided herewith), the purpose of the pre-proposal conference is solely to provide information that would clarify those responses and enable the offerors to submit proposals reflecting understanding of the USPS? requirements.
