Description
It is the intent of the National Library of Medicine to procure on a sole-source basis for the continuation of professional research and writing production and publication management services for the Public Health Reports Journal, from Margaret Kubale, Cincinnati, Ohio. The Public Health Reports is the official Journal of the U.S. Public Health Service. The Journal publishes original scientific policy, and public health practice research articles. The vendor will continue to perform the following tasks: edit, rewrite, and reorder manuscripts, assist in formatting and appearance of the Journal, develop and implement production schedules, and assist the Editor in producing relevant writing in the form of journal editorials and commentary. Ms. Kubale has over 25 years of editing experience in a wide variety of subjects, including educational, business, technical, scientific and public policy documents and publications. She has over 15 years experience with professionals from hospitals, government agencies, private sector health facilities, and clinical trial research laboratories, to analyze and improve their processes, and an understanding of research, statistical tools, and medical terminology. Ms. Kubale also worked with the design and layout contractor of the Journal on the newly adopted design and writing format. Ms. Kubale trained staff on the usage of ScholarOne, the recently released document management and tracking software required by the Public Health Service's publisher, Oxford University Press. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as specified above. Responses should demonstrate the firm's ability to meet the government's requirements.
