Description

Nonpersonal services. The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit orally and negotiate a sole source purchase order under the authority of FAR 6.302-1. It is our intent to make an award to Research Associates of Syracuse, 6780 Northern Blvd Ste. 100, E. Syracuse NY 13057 for assistance with test planning, operation of aircraft, operation of equipment being evaluated, and reporting of AEF activities. Award will be made subject to the availability of funds. Interested persons may respond to the requirement or submit quotes by identifying their interest and capability. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear significant concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Dale R. Reckley, phone 315/330-7784. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Lt. Col. Reid Lerum, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. This procurement shall be awarded under Simplified Acquisition Procedures (SAP). =20
