Description

The National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC), Coastal Information Services Branch is issuing notice of intent to negotiate a sole source procurement with Tim Alexander of TMA Associates to provide technical expertise and support for the development of organizational planning strategies for remote sensing activities, establishment of framework for commercial partnerships and contracting and improve organizational understanding of other federal remote sensing commercialization programs. Tim Alexander is uniquely qualified to provide this technical support due to extensive public and private sector experience in market research and analysis for satellite-based remote sensing business ventures, development of sales strategies and products for satellite-based environmental monitoring services, creation of public-private partnerships and strategic plans for the establishment of NASA's Commercial Remote Sensing Program at Stennis Space Center, and extensive historical knowledge of the innovative contracting approaches used by the federal government to establish productive and mutually beneficial partnerships with other federal agencies and commercial firms. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by September 28, 2001. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.=20
