Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation, number N00259-01-T-0065, is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. The Naval Medical Center San Diego intends to award a sole source, firm-fixed priced purchase order to Linda Bourque, 817 Venezia Avenue, Venice, CA 92134, for the acquisition of non-personal services as a research consultant. Contractor will provide data analysis on questionnaires which were developed specifically for the PRK project to research normative data to use in up and coming study parameters for FDA/BUMED protocols in the ongoing PRK study. Contractor must aid in experimental design, statistics and library skill to investigate and analyze data collected on previous questionnaires for extended studies on the PRK FDA/BUMED protocols. Duties: Under the direction of the Research Director and Commander, the incumbent shall manage and conduct data analysis on pre/post operative data collected from questionnaire as well as formulating new questionnaires from data collected as part of the photorefractive keratectomy program; manage computer data from both the visual performance testing and data generated by previous as well as future questionnaires; conduct library searches for pertinent scientific literature, aid in the statistical analysis of data, prepare tables and graphs of results; and must be willing to travel at least 4 times out of the year. Requirements: BS/PhD in biology/physiology or relevant sciences; must have at least 3 years experience working on scientific projects including at least 1 year directly involved in refractive surgery; current research in refractive surgery; ability to communicate orally and in writing using universal English; proficient with computers and familiar with software for work processing, database management and statistical analysis (includes Microsoft Word, Excel, Powerpoint and Access); experience with analysis of photopic and mesopic contrast sensitivity; and experience and demonstrated understanding of experimental design, statistics and library skills to investigate scientific literature. Services will be performed at Refractive Surgery Center Branch Medical Clinic, Building 624-2,2650, Naval Training Center, Stockton Road, San Diego, CA 92106 unless specifically directed otherwise by the research Director or the Director, Refractive Surgery Center, NMCSD. Duty hours will be Monday through Friday from 0800-1700. Period of performance: 28 Sep 01 through 27 Sep 02, a total of 2080 hours. Award will be made based on the professional requirements listed in the statement of work, past performance and price.
