- Description
- The National Institute of Health (NIH) and its subcomponent organization the National Institute on Aging, Intramural Research Program (NIA IRP) intend to negotiate on a sole-source basis with Harbor Hospital Center to provide continuing nursing, clinical, clerical, housekeeping, subsistence, laundry, laboratory, and other services to the NIA IRP, which is currently located on the Johns Hopkins Bayview Research Campus. The purpose of the clinical services is to provide care for NIA IRP research subjects who visit a ward in Harbor Hospital dedicated to NIA IRP patients. These subjects participate in NIA IRP clinical research initiatives (mostly related to age and age-associated diseases such as cardiology, clinical pharmacology, endocrinology, immunology/infectious diseases, neurology, oncology, and personality and cognition). The statutory authority for this non-competitive action is 41 U.S.C. 253 (1) and FAR 6.302-1. No other firm can reasonably supply the needed services. The NIA IRP needs the following services: -- -Immediate access to at least 23,000 rentable square feet of contiguous space, in a JCAHO-accredited hospital that is located within 15 minutes of the Gerontology Research Center, which is located in east Baltimore, MD; -- -Ability to acquire (or if necessary to renovate) space to establish a clinical research center which will contain at least 10 inpatient beds; examination and testing rooms for 9,000 to 12,500 patient visits annually; research pharmacy space; clinical laboratory space; nourishment space for food service to patients; inpatient monitoring space for nursing staff; space for medical records and equipment including structural capacity to hold two Lektrievers, all of which must be secure; and sufficient office and ancillary space for staff physicians, research fellows, nurses, research pharmacist, technicians, and clerical personnel; -- -Ability to hire staff to work in the clinical research center under contract auspices, and to provide adequate human resources services; -- -Access to Institutional Review Board (IRB) services under an active Federal Wide Assurance (FWA) or Multiple Project Assurance (MPA) issued by the Office for Human Research Protections (OHRP), Department of Health and Human Services; -- -Access to other services at the hospital such as diagnostic imaging services, pathology and laboratory support, nuclear medicine, medical consultation services, and blood bank services; housekeeping, janitorial, food service, and security services -- -The hospital must admit patients whose illness, as result of participation in an approved NIA IRP research protocol, warrants acute patient care. The hospital admissions office must be located in the same building to facilitate the transport of patients to admissions; and -- -On-site facilities, including parking and conference space, to accommodate the anticipated research subjects, patients, and clinical research center staff -- -The space must be ready for occupation no later than May 1, 2002. Phasing of renovations, if needed, in order to allow for earlier occupancy is permitted. The resulting contract will be for a one-year base period, commencing approximately March/April 2001 with four additional one-year options. Other firms that believe they can meet the above requirements and are interested in submitting a proposal are invited to indicate this interest to the Contracting Officer listed above.
