- This notice is released to announce a 21st Space Wing requirement to contract for Operations, Maintenance and logistical Support of the Ground-based Electro-Optical Deep-Space Surveillance System (GEODSS) and the Perimeter Acquisition Radar Attack Characterization System (PARCS). The GEODSS optical sites are located at Socorro NM, Diego Garcia BIOT and Maui HI, and the PARCS radar site is located at Cavalier AFS ND. This acquisition is unrestricted and open to both small and large businesses. A general description for the GEODSS effort includes training, site operations such as collection of metric observations and Space Object Identification (SOI) data, communication and computer operations, communications-electronics, supply and civil engineering. A general description of the effort for PARCS includes communications-electronics, supply, transportation and vehicle maintenance, civil engineering and calibration. The final contract will include a 45-day phase-in/phase-out period (16Aug02 ? 30Sep02) and will be a four to seven year contract consisting of one basic year and three to six one year options. The basic year of performance will commence 1Oct02 through 30Sep03 with the option years extending the contract through either fiscal year 2006 or potentially fiscal year 2009.
