- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Statement of Work for Visitor Center Aircrafts Background/Objective: NASA Ames Research Center displays retired research aircraft as part of the Visitor Center. They have been exposed to the elements of the outdoors for 6 years, and have varying degrees of damaged painted surfaces. Scope of Work: The scope of work for the four aircrafts is as follows: AV-8C Harrier -The paint has been tested for lead and was found to contain 4,800 ppm of lead. Surface preparation to remove debonded or flaking paint down to bare metal. Cover the portions of the aircraft that are not to be painted (canopy, formation lights, tires, air sensors, etc.). Apply primer coat of paint. Apply adequate coats of white paint to ensure that the paint retains its integrity when exposed to the elements of outdoor site. Paint two tone blue stripping along fuselage. Apply tail number, aircraft numbering, NASA tail logo, and aircraft operational decals that match those on aircraft prior to initiating the job. HiMAT Aircraft -- The paint has been tested for lead and was found to contain 35 ppm. Surface preparation to remove debonded or flaking paint down to bare metal. Cover the portions of the aircraft that are not to be painted (canopy, formation lights, tires, air sensors, etc.). Apply primer coat of paint. Apply adequate coats of white paint to ensure that the paint retains its integrity when exposed to the elements of outdoor site. Apply red paint to match the original color scheme. The black surfaces will remain white as the black is incompatible with the outdoor environment causing excessive solar heating. Apply tail number, aircraft numbering, NASA tail logo, and aircraft operational decals that match those on aircraft prior to initiating the job. U-2 -- The blue stripping shall be touched up so as to return it to a solid stripe. The aircraft shall be polished to remove any oxidation of the paint. F-104 -- The paint has been tested for lead and was found to contain 35 ppm. The aircraft shall have the minor paint chips touched up and the aircraft polished so as to remove the oxidation on the aircraft's skin. All work and material must meet federal, state, and local environmental and safety laws and regulations as well as NASA Ames policies and procedures. Dana Bolles (650) 604-3145 of the Ames Environmental Services Division will coordinate this review. All products used must meet all Bay Area Air Quality Management District rules and regulations. Where lead is present, the Ames Lead Procedures must be followed; please contact John Steen (650) 604-5726 of the Ames Safety Office is the point of contact regarding lead paint removal. The contractor must contact Daine Shelander, (650) 604-0921 of the Ames Environmental Services Division to coordinate handling of wash water and hazardous waste. The contractor shall include disposal cost in proposal. The contractor shall store hazardous waste in approved container then contact Dana Bolles (650) 604-3145 for disposal. The Government will pay the disposal cost of this hazardous waste. Deliverables: The deliverables shall be the restoration of the four aircrafts on display at the Ames Visitor Center to presentable condition by repainting and detailing. The paint and detailing shall protect the aircraft from the elements of the display site including rain, condensation and the effects of the thermal heating/cooling cycles of daily temperature change. The paint scheme shall properly reflect that of the NASA research aircraft fleet. Place of Performance: The work shall be done in site at the Ames Visitor Center on Moffett Federal Airfield, CA. Period of Performance: 10/1/01 -- 11/30/01 The provisions and clauses in the RFQ are those in effect through FAC 97-27. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 235210 and $11.5, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA-Ames Research Center, Receiving Section, Building 255, Moffett Field, CA 94035-1000 is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 9/24/01, 2:00p.m (PST) and may be mailed or faxed to NASA-Ames Research Center, Attn: Alma Garcia, Mail Stop 241-1, Moffett Field, CA 94035-1000 or fax to (650) 504-3020 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
