- Description
- This contract is for Regional Indefinite Quantity/Firm contract for Architect and Engineering for Specialized Bridge Maintenance Inspections at various locations in the western United States and Alaska. Required services are for Federal Highway Administration (FHWA) and National Bridge Inspection Standards (NBIS) inspections and include: initial (inventory), routine, damage, in-depth, and interim inspections with special and underwater inspections of bridges, all as required by the Code of Federal Regulations Title 23, Chapter 1, Section 650, Subpart C and revisions. Inspections may include, seismic evaluations, scour evaluations, load ratings, materials other than timber, concrete, and steel, ultrasonic and other nondestructive testing methods, evaluation of construction drawings, original and supplemental bridge maintenance reports, preparation of structural calculations, cost estimates, and documentation for funding approval. Services include using the latest version of Visual Corps of Engineers Bridge Inspection System (CEBIS) and providing data in an American Standard Code for Information Interchange (ASCII) format. The terms of the contract will be 365 calendar days from the date of contract award, or until a $500,000 limit is reached. The Government has the option to extend this contract for four (4) additional periods, not to exceed 365 days for each period, or until additional limits of $500,000 per option is reached. A total amount of $2,500,000 shall not be exceeded. If the dollar capacity of the previous period has not been utilized, this unused capacity will be added to the subsequent option period (if it is exercised). The hourly rates will be negotiated for each 365 day Rate Period. Rates for the Base Rate Period are effective for the first 365 days from date of award, rates for the Second Rate Period are effective from the 366th to the 730th day from date of award and so on, irrespective of which option period is in effect. Task orders under this contract will not exceed $300,000. The minimum guaranteed fee is $5,000 for the base year. The estimated start date is January 2002. Criteria factors are shown in descending order of importance. (1) Recent specialized experience of the firm and /or proposed consultants in: conducting NBIS inspections of concrete, steel, and wood bridge structures, providing FHWA Structural Inventory and Appraisal (SI&A) data, reporting and interpreting SI&A data, identifying types and causes of steel deterioration, including identification of fracture critical members, identifying types and causes of concrete deterioration, including corrosion of reinforcing steel, identifying types and causes of timber deterioration, including fungi and common parasites, conducting underwater inspections of wood, concrete, and steel bridge structures, and nondestructive testing. Do not list more than a total of 10 projects in block 8 of SF 255. Include point of contact name and phone number in block 8c for each project listed. Indicate firm members and which consultants from the proposed team, if any, participated in each of the projects listed. In addition, provide an organizational Chart of your key personnel listed in block 8. (2) Professional qualifications necessary for satisfactory performance of projects listed in (1) above or required services. Professional qualifications include (a) professional registration of at least one civil or structural engineer on the firm's inspection team, (b) team members and inspectors with completion of a comprehensive training course based on FHWA "Bridge Inspector's Training Manual/90, and (c) may include outside consultants with staff to be assigned to this contract who have experience with NBIS inspections of concrete, steel, wood bridge structures. Professionals listed should indicate experience providing SI&A data with evaluations and recommendations, identifying common types and causes of deterioration in timber, concrete, and steel bridges, providing reports and structural calculations, and conducting underwater inspections of wood, concrete, and steel bridge structures. Diver-Inspector team members shall be familiar with Occupational Safety and Health Administration (OSHA) regulations, commercial qualified, and experienced with three levels of inspection intensity. Team members assigned to this project will exhibit a working knowledge of the requirements of the AASHTO "Manual for Maintenance Inspections of Bridges", "Bridge Inspector's Training Manual/90", the "Recording Guide for the Structural Inventory and Appraisal of the Nation's Bridges", and submission of data to the FHWA in ASCII format. List only the team members who will actually perform tasks under this contract and describe their roles. (3) Past performance on contracts with government agencies and private industry in terms of cost control (describe the process and qualifications of key personnel responsible), quality of work, bridge inspection safety records, and process for compliance with performance schedules (and key individuals responsible). This list of previous contracts should include the name and telephone number of the person who was the point of contact representing the Government or private industry for each contract. (4) Quality Control program, safety policy, and the success of the program used by the firm. Briefly describe internal quality assurance and cost control procedures and indicate effectiveness. Also describe in your QA/QC procedures how the firm will ensure quality of work from subcontractors. Indicate team members who are responsible for monitoring these processes. List recent awards, commendations and other performance evaluations (do not submit copies). ( 5) Locations in the general geographic area of the project and knowledge of the locality of the project, provided that the application of this criterion leaves an appropriate number of firms given the nature and size of this project. (6 ) Capacity to accomplish the work in the required time. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period and indicate specialized equipment, including underwater inspection equipment, available and prior security clearance. (7) List the small, disadvantaged, woman-owned business, veteran-owned small business or service-disabled veteran-owned small business concerns or HUBZone small business firms used as primary consultants or as sub-consultants. If a large business concern is short listed, they will be required to submit a subcontracting plan that should reflect a minimum 23% Small Business, 5% Small Disadvantaged Business, 5% Woman Owned Small Business and 3% Veteran-owned small business or service-disabled veteran-owned small business and 2.5% HUBZone Small Business, of the amount to be subcontracted out. Those firms that meet the requirements described in this announcement and who wish to be considered, must submit one copy each of a SF 254 and SF 255 for the firm and a SF 254 for each consultant listed in block 6 of the firms SF 255. This criterion only applies if the appropriate number of firms remains, given the nature and size of this project. (8) Volume of business with DOD within the last 12 months. In Block 10 list the total dollars of contracts awarded to the firm by DOD. Those firms which meet the requirements described in this announcement and wish to be considered must submit one completed copy each of a SF 255, US Government Architect-Engineer and Related Services Questionnaire for Specific Project and one completed SF 254, Architect-Engineer and Related Services Questionnaire for the firm and each of their consultants listed in block 6 of the firm's SF 255. One copy of the submittal package is to be received in this office no later than new date, 18 Oct 01, 3:00 P.M. Pacific Daylight Savings Time at the address shown above to the attention of Code 02R3.VS, Vanessa Schutt new code and name. Submittals received after this date and time will not be considered. Additional information requested of applying firms: indicate announcement number in Block 2b, DUNS number (for address listed in Block 3), Cage Code number and Tax Identification Number (TIN) number in block 3, telefax number (if any) in Block 3a and discuss why the firm is especially qualified based on the selection criteria in Block 10 of the SF 255. For firms applying with multiple offices, indicate the office that completed each of the projects listed in Block 8 and list which office is under contract for any contracts listed in Block 9. Use Block 10 of the SF 255 to provide additional information desired. Personal interviews may not be scheduled prior to selection of the most highly qualified firm. SF 255's shall not exceed 30 printed pages (double -sided is two pages/organizational charts and photographs excluded, exception: photographs with text will be considered as a page). All information relating to the firms qualifications must be included on the SF 255 (cover letter, other attachments and pages in excess of the 30 page limit will not be included in the evaluation process). Inclusion by reference to other materials is not acceptable. An organizational chart is required for showing your key personnel. Firms not providing the required information in the desired format (i.e. listing more than 10 projects in Block 8, not providing a brief description of the Quality Control Plan, not providing an Organizational Chart, not listing which office of multiple office firms completed projects listed in Block 8, etc.) directed by this synopsis may be negatively evaluated under selection criteria (2). Solicitation packages are not provided for A-E contracts. Telegraphic and facsimile SF255s will not be accepted. Site visits will not be arranged during the submittal period. In addition, all DOD contractors must be registered in the Central Contractor Registration (CCR) prior to award.
