- Description
- This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 28-3K47-01, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. The NAICS code is 334516, with a small business standard of 500 employees. The Government intends to negotiate sole source with Axon Instruments, Inc., 3280 Whipple Road, Union City, CA, pursuant to FAR Subpart 6.3. The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The USDA's Immunol. & Disease Resistance Laboratory, requires the GenePix 4000B Microarray Scanner and GenePix Computer to analyze expression data from DNA microarrays, protein microarrays, tissue arrays, and cell arrays. Inside delivery is required to FOB destination to the Beltsville Agricultural Research Center, Beltsville, Maryland, 20705-2350, within 6 weeks of award. Line Item 01: GenePix 4000B integrated array scanner and three copies of Genepix Pro Analysis Software, 12 month parts and labor warranty and shipping. Line Item 02: GenePix Computer, 12 month parts and labor warranty and shipping. The system's features/specifications essential to the Government's requirements are as follows: The GenePix 4000 B microarray scanner from Axon Instruments, Inc. is a fully-integrated scanner and software system and sets a new standard in the acquisition and analysis of expression data from DNA microarrays, protein microarrays, tissue arrays and cell arrays. The system is unique in the following ways: Non-Confocal Technology, simultaneously scans array slides at two wavelengths using a dual laser scanning system, which dramatically reduces scan time; user-selectable laser power; user-selectable focus position with a unique focus depth of 64 microns; displays images from two wavelengths and a ratio image as they are acquired in real time; precisely controls the scan area, further reducing scan time and image storage requirements; automatically reads barcodes for sample tracking; sensitivity of 0.1Fluor/um2, and automatically calculates and subtracts local background. High Speed Simultaneous Dual-Channel Scanning, Non-Confocal Technology, Sensitivity of 0.1 fluor/um2, Dynamic Laser Power Monitoring, Adjustable 64 micron depth of Focus, Adjustable Laser Power, Dynamic Photomultiplier Adjustment, Integrated Barcode Reading, Integrated Software and Hardware Ensures Seamless Communication and Superior Performance, 16-bit TIFF Format Output (with other user-selectable formats), Simple SCSI Connection to PC Computer. The Government requires all the features described above. The following FAR clauses and provisions apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Award to a technically acceptable offeror, at a fair and reasonable price; The following factors shall be used to evaluate offers: in order of importance 1.technical capability of the item offered, 2. price and 3. past performance. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. All offerors must include a completed copy of FAR 52.212-3 with their response. FAR 52-212-4, Contract Terms and Conditions-Commercial Items. The following FAR clauses in paragraph (b) of FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues of Executive Orders-Commercial Items, will apply to the resultant contract: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-34. 52.222-70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999) (DEVIATION) (USDA). (a) The offeror represents that if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it=20 has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An offeror who checks "has not" may not be awarded a contract until the required report is filed. Section 508 Accessibility Compliance Clause: All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm-PART 1194). The following standards have been determined to be applicable to this contract: 1194.21 Software applications and operating systems; 1194.25 Self contained, closed products; 1194.26 Desktop and portable computers. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) EFT compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP), for payment under EFT. All responsible sources may submit a quotation which will be considered by the agency.
