Description

A MARKET SURVEY is being conducted to determine if there are adequate Section 8(a) firms and/or HUBZone Contractors for this proposed contract for either a Section 8(a) or HUBZone Business competitive set-aside. The proposed contract will be to Design/Build a 1,178 sq. meter 3rd story addition to an existing occupied two stories building at Wright Patterson Air Force Base, Ohio. The new addition will have reinforced concrete walls and columns as well as a reinforced concrete roof deck with built-up roofing. Interior work includes: raised computer flooring, a secure compartmentalized information facility (SCIF), provision of emergency power, an extension of electrical, HVAC, secure communications data and secure phone lines. The existing two-story facility will remain occupied 24 hours a day 365 days a year. Access for Contractor personnel and the construction layout for all utilities must be included in an approved construction-phasing plan. The existing building is a high security facility, therefore, all access for contractor personnel to the third story addition will be provided by the contractor by way of the building's exterior. There may be options; for purchase of systems furniture. The project is planned for advertisement in October 2001 with award scheduled for December 2001. Contract duration is estimated at 480 calendar days. NAICS Code is 233320; size standard is $27.5 million. The estimated cost range is between $1,000,000.00 and $5,000,000.00. Responses should include: (1) Identification of company as Section 8(a) or a HUBZone Business, (2) Past Performance information about completed projects of similar size and scope, and (3) Capability of obtaining performance and payment bonds for a project in the dollars amounts listed above. NOTE: If qualified Section 8(a) or HUBZone Business firms do not respond, this planned contract action will be converted to full and open competition.
