- SUBJECT: Special Equipment dedicated for the USDA Cooperative Project. DESC: The U.S. Department of Energy's National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Allegheny Energy Solutions, Coatesville, PA to provide the following: (1) CapStone M3S-30R-B64-A0M0 unit. Model 330 Land fill/Digester gas. 15-30 kW net, 400/480 VAC, 50/60 Hz grid connect, digital power controller, Type 3R outdoor enclosure. Emission of <9 ppm V NOX at 15% Oxygen. (2) CapStone External Filter Kit. For the Model 330 Microturbine. Kit to include a manual shut off valve, replacement element filter, adjustable gas regulator with gauge, and purge valve all plumbed and assembled in a corrosion resistant housing/frame. (3) Modem Kit. (4) Remote Software kit. (5) Fuel Booster Kit, Compressor for one CapStone Model 330, operating pressures and temperatures compatible with the CapStone microturbine described above. (6) Van Air Single Tower Dryer, specifications for flow and pressure compatible with the CapStone microturbine described above. (7) MicroGen heat recovery system compatible with the CapStone microturbine described above. (8) Delivery of all equipment to selected site. (9) Technical assistance as needed for installation and start-up. The above items will be deliver to USDA, Beltsville, MD. This purchase order is being issued to the Allegheny Energy Solutions because of the high level of expertise they have provided to the development of the project that will utilize the described equipment. Their engineers have been extremely instrumental in assisting in defining potential problems associated with the development of this project. In particular with the application of a microturbine technology to use the gas produced in the anaerobic digestion of feed lot animal manure and also aiding to devise various possible solutions. The staff at Allegheny Energy Solutions is uniquely qualified in the in-depth knowledge of the stated project. This project is the collaboration of several government agencies (USDA, DOE's OPT and FE) and various equipment manufactures and vendor from the private sector. The Allegheny Energy Solutions personnel are uniquely qualified to perform and manage the work being purchased under this order. This request is considered to be sole source to Allegheny Energy Solutions. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by NETL. The responses must convey the ability of the response to meet the stated requirements. The documentation shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting this requirement.
