Description

The National Institute of Standards and Technology intends to enter into a sole-source contract with Carroll Brickenkamp of Potomac, Maryland, under the authority of 41 U.S.C. 253 (c)(1)- Only One Responsible Source. The Contractor will act as program manager for the dosimetry, acoustical and construction materials testing laboratories until a federal employee is available. The Contractor will initiate, manage and review all new and renewal laboratory accreditations, advertise and train new assessors, manage and maintain quality of onsite assessments, design and maintain proficiency testing for acoustics and dosimetry, coordinate proficiency testing for construction materials, keep the National Voluntary Laboratory Accreditation Program (NVLAP) in the public eye and increase its reputation and scope, coordinate with standards writing bodies impacting specific testing lab arenas and regulatory agencies who require NVLAP accreditation. The Contractor is uniquely qualified based on her strong background in quality systems and her excellent understanding of the laboratory accreditation issues and the NVLAP program. Interested parties may identify their interest and capabilities to respond to this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive bids.
