Description
This combined synopsis/solicitation notice REPLACES SYNOPSIS no. 50x0K2 in its entirety. This is a combined synopsis/solicitation for commercial services for Archivist in support of Oral History for National Imagery & Mapping Agency,(NIMA). The NAICS Code assigned to this procurement is 541820 Business Size $5 million. This notice has been prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provisions and clauses are those in effect through Federal Acquisition Circular 97-25. All clauses and provisions should be read and reviewed carefully, as they provide submission instructions and/or contain fill-ins. FAR 52.212-1, Instructions to Offerors-Commercial items; FAR 52.212-2, Evaluation-Commercial Items (Evaluation Factors- Proposals will be evaluated based on the factors identified below in the order of relative importance: (a) Technical [Past Performance will be evaluated as part of Technical]& (b) Price); FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Offerors are advised to include a completed copy of this provision with there offer); FAR 52.212-4 Contract Terms and Conditions-Commercial Items); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (appropriate clauses will be checked at time of award); 52.239-1, Privacy or Security Safeguards; 252.212-7001, Contract Terms and Conditions Required to Implement Status or Executive Orders Applicable to Defense Acquisitions of Commercial Items(appropriate clauses will be checked at time of award) NARI 5X52.227-9000, Unauthorized Use of NIMA Name, Seal & Initials; DFAR 252.204-7000, Disclosure of Information of Information and FAR 52.232-33, Payment by Electronic Funds Transfer -- Central Contract Registration. In order to receive an award, the contractor must be registered the Central Contractor Registration (CCR)Database as prescribed in DFARS 252.7004. The CCR Database can be obtained by accessing the Internet or calling 1-888-227-2423. Additionally, a Key Personal clause will be implemented with the order. The Statement of Work for the Archivist services apply to information contained in all media in the custody of NIMA historian. They include:Archival processing, customary basic preservation procedures, inventorying and entering records metadata to the folder level in NIMA Voyager system, assisting in collaborative efforts with NIMA records management and with the National Aechives,advising on documents suitable for NIMA displays and exhibits, working with the NIMA historian on agency records policy, and assisting with customer service relating to the documents and history of NIMA. The primary duty station of the contractor shall be in the Historical Research Facility at NIMA. The Government will provide all necessary archival supplies and all necessary computer, network, and telephone connections. Deliverables: Archival Services are to be completed by September 2002 Contractor must hold a Secret clearance . the NIMA Historical Research Facility is a secured collateral Secret level. This requirement will be awarded to one vendor; there will be no split awards. At the time of award, the potential offeror must possess a "Secret Level" facility clearance and have personnel with Secret clearence..
