Description
This is a sole source solicitation for independent validation and verification under the Business System Modernization (BSM) Program. The NAICS code is 541519, size standard is $18M. This serves as notice of intent to negotiate with KPMG Consulting LLC on a sole source basis in accordance with Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Quality Assurance (QA) and Independent Verification &Validation (IV&V) of an Enterprise Resource Planning (ERP) and Advanced Planning and Scheduling (APS) implementation requires a broad team of professionals with in-depth implementation experience in each of the software products, experience with QA and IV&V of Commercial-off-the-Shelf (COTS) implementations, coupled with the experience and knowledge of Defense Logistics Agency?s (DLA) supply chain business processes down to the commodity level at the each of the Inventory Control Points. As such, DLA?s BSM Program requires a team that has the requisite knowledge of DLA?s business, industry supply chain management, commercial best practices, ERP and APS software product functionality and implementation experience, knowledge and experience with QA and IV&V and their associated methodologies, standards, and approach. The KPMG shall provide QA and IV&V services to the DLA, and contractors supporting the BSM Program Management Office (PMO), in support of the implementation of COTS software performed by the System Integrator (SI) and DLA. The chosen package solution is composed of both ERP and APS software, in addition to several current DLA systems (requiring interface development), with the end state being the replacement of the current Standard Automated Material Management System (SAMMS) and Defense Integrated Subsistence Management System (DISMS).=20 The efforts of KPMG should contribute to DLA?s goals of lowering costs, meeting all policy requirements, and improving customer satisfaction. It should combine extensive ERP implementation experience with a deep knowledge of DLA business processes and requirements. KPMG will actively engage the program team through a combination of activities, including QA and IV&V, deliverable reviews, regular program level meeting attendance, and sub-program level team participation. To facilitate the efforts of the IV&V contractor, DLA will ensure access to all program critical documents, deliverables, meetings, systems, and personnel.
