Description
Introduction The Air Force plans to conduct a demonstration of commercial off-the-shelf Automatic Identification Technology for use in identifying aeromedical evacuation equipment and storing maintenance information pertaining to that equipment during deployments. Several off the shelf prototypes will be demonstrated. The goal of the demonstration is to examine several automatic identification systems to determine which is the most practical for use by all aeromedical units in the Air Force. The results of the demonstration will be forwarded to the Air Mobility Command, along with a recommendation for a mass purchase order. Through this Broad Agency Announcement (BAA), the Air Force is soliciting prototypes from all areas of the commercial Automatic Identification Technology industry to accomplish this goal. Selection Criteria The primary selection criteria for all proposals will be the most practical system for use by aeromedical evacuation units in all major commands. All offeror's are strongly encouraged to submit a prototype that best meets the specific performance criteria below. Specific Performance Criteria Ruggedized and capable of being secured on medical equipment Operating range of 32 degrees Fahrenheit through 120 degrees Fahrenheit Storage temperature of 40 degrees Fahrenheit through 140 degrees Fahrenheit Undamaged by extended storage and operation at humidity ranges up to 94 percent nominal Operate in exposure to heavy rain, equivalent to rates of one inch per hour for up to 15 minutes Resist wear, deterioration, oxidation and corrosion from exposure to rain, salt, fog, sand and dust Function at aircraft cabin pressures equivalent to 15,000-foot altitude Function during and after decompression from 8,000 feet to 45,000 feet aircraft cabin pressure at 1, 7, and 60- second Intervals Function during and after being subject to vibration, shock, and acceleration as encountered during air, sea, and ground transport Able to withstand cleaning and disinfecting processes without damaging capabilities Funding Currently there is only limited Battlelab funding identified for this Program, however, funding will be sought for the prototype selected and recommended to Headquarters, Air Mobility Command Submission Deadline Proposals may be submitted until 28 Sept 01. There shall be no formal RFP. The Air Force reserves the right to select for award, any, part of, all, or none of the proposals received. The Air Force may or may not purchase any of the automatic identification systems demonstrated. This BAA is an expression of interest only and does not commit the Air Force to pay any prototype costs related to this announcement. Offeror's are advised that only the Air Mobility Command is legally authorized to commit the Government to the obligation of funds.
