Description
The U.S. Army CECOM Acquisition Center -- Washington intends to release a Draft Request for Proposal (RFP), Solicitation Number DAAB 15-01 -R- 1021, for the ICIDS-III on, or about, 1 October 2001. ICIDS-III is a multi-service Nondevelopmental Item (NDI) physical security system that will build upon the program experience gained during the ICIDS-I and II acquisitions. It will provide a means for a Commander to detect, assess, and respond as necessary to unauthorized entry or attempted intrusion of their facilities. The resultant contract will allow other Services and Government agencies to order ICIDS-III for their security requirements. The system components will consist of commercially available interior and exterior sensors, a front end or Primary Monitor Console (PMC), a work station or Remote Status Monitors (RSMs), field panels or Remote Area Data Collectors (RADCs), Closed Circuit Television (CCTV), and access and Entry Control Equipment (ECE). These components will be employed and configured in varying types and quantities depending on the level of protection desired; the physical construction, size, and environmental characteristics of the site; existing Intrusion Detection Systems (IDS); and the number and location of both critical and vulnerable areas requiring physical security protection. The materiel developer, Product Manager, Physical Security Equipment (PM-PSE), at Fort Belvoir, VA, will manager the ICIDS-III procurement. Currently, there are 16 installations on the tentative distribution list for operational deployment of ICIDS-III. ICIDS-III will be operated at most sites by Department of Defense (DoD) security and law enforcement personnel. The contract will be a one-year fixed price IDIQ type contract, with four (4) one-year options. Because of the need to evaluate the technical capability of potential contractors and the anticipated need to conduct technical discussions, offer's for ICIDS-III will be solicited utilizing competitive negotiated procedures. In preparation for the release of the ICIDS-III Request for Proposal (RFP), the Government is seeking comments from industry on the DRFP, which will be posted to the CECOM Acquisition Center (CAC) Interactive Business Opportunities Page (IBOP) on or about 1 October 2001.
