- Description
- 1.This project consists primarily of roadwork at Fort Lewis, WA. There will be approximately 4900 Linear Meters of widening of existing roads, and approximately 7500 Linear Meters of new roads. Protection and/or relocation of existing utilities as requir ed. The project will also include an upgrade of the existing Sequalitchew switching station to a stand-alone sub-station, which will include the installation of a 25mVA power transformer, disconnect switch and overhead structure, and transformer feeder to the Sequalitchew pump house. This solicitation will be issued as an Electronic Bid Set (EBS) in CD-ROM format only. EBS CD-ROM compact disks with plans and specs will be available on or about 15 October 2001 at no charge per set. The disks will be iss ued on a first-come, first-served basis until supply is exhausted. Requests must be made by registering via the Internet at: http://www.nws.usace.army.mil/ct. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror s inability to access the document posted at the referenced website. No phone or fax requests accepted. W hen you register, please do so as a Prime, Sub or Plans Room. After the solicitation is issued, compact disks will be mailed to registered firms when available. The disks may also be picked up from Seattle District s Contracting Division located at 4735 E ast Marginal Way South, Seattle, WA, Monday through Friday between the hours of 7:30 a.m. and 3:30 p.m. Register at the web site at least 7 calendar days before the issue date to assist in having an adequate number of disks made. Estimated dollar value i s in the range of $5,000,000 to $10,000,000 and the completion period is 360 calendar days. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for this pro ject is 234110, which is matched to SIC Code 1611. Competition for this procurement is limited to eligible 8(a) firms located in Washington State and 8(a) participants in good standing, serviced by a SBA office outside of Washington State, but having a Bon a fide branch office in Washington State . A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual with in the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. Interested 8(a) firms are encouraged to request a copy of the solicitation as expeditiously as possible since the solicitatio n will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. The SBA has assigned the number 7700-01-105781 for tracking purposes of this contract requirement. Joint Venture Agreements Joint Venture Agre ements are allowable on competitive 8(a) set-asides and must be received by SBA prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has ad equate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS. For the purposes of this procurement, a concern is considered a small business if its annual average g ross revenue, taken for the last 3 fiscal years, does not exceed $27.5 million. This will be a Request for Proposal, and a fixed-price contract will be negotiat ed as a result of this procurement.
