- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is A2P26BBMA01, and is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The North American Industry Classification (NAICS) code is 812930 with a small business size standard of $5.0 million. The Internal Revenue Service, 201 West Rivercenter Blvd., Covington, KY, requires 80 parking spaces for twelve months from October 1, 2001 through September 30, 2002; 175 parking spaces for six months starting January 1, 2002 through June 30, 2002; and 100 parking spaces beginning July 1, 2002 through September 30, 2002. Parking space must be within a 2-block radius of the IRS Center. Parking spaces must be available 7 days a week, on a 24 hour a day basis. The parking spaces shall be standard size to accommodate medium and large size automobiles, passenger vans and small pick-up trucks. The entire parking area must have adequate lighting for night parking. The pavement and markings of the area shall be in good repair for the safety of Government employees and visitors. Two exits/entrances to the parking facility must be available for easy access. The contractor shall be responsible for painting and general repairs and cleaning of the parking facility. The following Federal Acquisition Regulation (FAR) Provisions apply to this acquisition: 52.212-1, Instructions to Offerors- Commercial Items, and 52.212-2, Evaluation -- Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation will be most advantageous to the Government, based on price and other factors considered. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offeror. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (March 2001) apply to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items applies, and the following clauses are applicable: 52.203-6, Restrictions on Subcontractor Sales to the Government (ALT I), 52.222-21, Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, 52.222-36, Affirmative Action for Workers with Disabilities, 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, 52.232-34, Payment by Electronic Funds Transfer -- Other than Central Contractor Registration, 52.232-35, Designation of Office for Government Receipt of Electronic Funds Transfer Information. The following IRS Clauses are also applicable: IR1052-01-001, Electronic Funds Transfer Payments, and IR1052-01-002, Paid System. This solicitation incorporates one or more solicitation provisions/clauses by reference, with the same force and effect as if they were given in full text.
