Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of Missouri-Kansas City, Kansas City, Missouri (UM-KC) for services to perform a study for "Predicting Service Life of Polymers and Coatings using Polymers and Coatings using Polymer Network Structure". The main objective of this study is to measure network property changes with weathering and relate the network changes with performance. If the relationship between network chemistry and performance is established, it is possible to predict the performance and service life of thermoset polymers and coatings from the network chemistry. Another objective is to predict coating performance from microscopic measurement data. The period of performance shall be one year from date of award. There is also an option for one additional period of one year. F.O.B. Destination, Gaithersburg, Maryland. This is a sole source requirement with the University of Missouri-Kansas City because the principal investigator, Professor Y. C. Jean and his staff are internationally known for their unique works in the characterization of chemical and physical properties of polymers and coatings at the nano and molecular scales before and after exposure to weathering conditions. The Department of Chemistry of UM-KC is uniquely equipped with positron annihilation spectroscopy (PSA) and electron spin resonance (ESR) instruments, which measure chemical and physical, respectively, at the atomic levels. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22 and 26.
