Description
Contractor shall devlop a custom software application (Records Tracking and Management System (RTMS) which will be performed in an integrated environemnt. The tasks that must be addressed to meet the requirements are: Permitting process Inspection process Incident/accident actions Statistical report generation (pre-defined and ad-hoc) Administrative functions involved with an electronic document management system (suspensing, tracking, etc. and maintenance functions such as archiving, backup, retrieval, etc.) The RTMS must be capable of use in a multi-user, multi-site Windows 98, 2000, and NT environment. The RTMS software must be developed using common MS products and run under an MS NT Server. The system must employ modern software development techniques, utilize indexed, relational databases and have a single GUI interface. The system must be able to read, utilize and incorporate existing databases and files. All these files are in MS format (.XLS, .MDB, .DOC or text). The RTMS will be used by approximately 160 facilities that use medical and research sources of radiation. The staff performs approximately 100 inspections and 300 permit applications each year. Various records and reports are generated for each action. Records pertaining to each facility are created and maintained electronically, as either MS Windows files or as .PDF files, for retrieval/viewing through the VA WAN network or VA intranet. The RTMS must be furnished within 12 weeks of date fo award. Milestones include: -- 6 weeks: a usable, demonstration interface must be operable. -- 8 weeks: at least one major module must be fully functioning and another module (permit module) must have some operable working features, one of which must be a suspensing system. The contractor shall develop software (e.g., Visual Basic 6) that is licensed to awardee. Software may be installed on Government equipment as necessary. The Government shall provide contractor with necessary and reasonable office space in the National Health Physics Program (NHPP) offices at North Little Rock (NLR), Arkansas and installed computer hardware and software for development purposes. Necessary security computer access will be provided in accordance with local policies. NHPP technical staff will be available for on-site NLR collaboration in development process to customize the system. (Some technical staff have software development backgrounds.) Staff can also provide liaison with other headquarter resources and other Government agencies as available. Similar application has been developed for the US Air Force (RAMMIS). Costs must not exceed $25,000.
