Description

This is a combined synopsis for commercial items prepared in accordance with FAR Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation RFQ 674-100-01. 674-100-01 should be referenced on all quotes. The NAICS is 334220 and the small business size standard is 750 employees. The solicitation document provides incorporated clauses that are in effect through Federal Acquisition Circular 97-27. The Central Texas Veterans Health Care System (CTVHCS)intends to negotiate sole source procurement with Pinnacle Towers, Inc., Sarasota, Florida, to lease an antenna site located at geographic coordinates 30 degrees, 35', 13" N. Latitude, 97 degrees, 40' 55" W. Longitude near Georgetown, Williamson County, Texas. The purpose of this site is to enable a microwave link between CTVHCS, 1901 S. 1st Street, Temple, Texas 76504, and it's Outpatient Clinic site located at 2901 Montopolis, Austin, Travis County, Texas 78741. In order to transmit digital and analog data, the tower must be at least 350' above sea level and within a forty-five mile radius between Temple, Texas and Austin, Texas 78741. Additionally, CTVHCS will provide two 8" dishes, Model #P65A96 at 7 ghz frequency, as well as three microwave racks for equipment shelter. The proposed site will maintain the installation, operation and maintenance of its site equipment at all times and shall comply with technical standards as determined by the FCC. Additional information such as site application, copies of FCC licenses/construction permits, accurate block diagrams showing operating frequencies, all system components (active or passive) with gains and losses in DB, along with power levels, and copies of manufacturers' equipment specifications will be required. Upon award, CTVHCS will secure a firm fixed price for one year plus four option years. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Offerors shall provide a complete set of provisions with proposal found at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items. Provisions and clauses found at 52.212-1, 52.212-4, 52.212-5 and 852.210-77 also apply. Upon request, the Contracting Officer will make their full text available. Quotation shall be submitted to the address listed herein and directed to the attention of Sandra Hallmark (674/004BPC). If no feasible responses are received by 3:00 p.m. Central Daylight Savings time on Monday, the 24th day of September 2001, procurement will be made with the above-named source. The solicitation number (RFQ number) shall be listed on the outside of your response for identification. Faxed proposals will NOT be accepted and CTVHCS will NOT be responsible for any failure attributed to the transmission or receipt of said proposals.
