- Description
- Specifications for the solicitation are revised as follows: This requirement is for a fixed priced contract for repairs to 5 each tourboat canopies. Tourboats are used by the general public for transport to the Arizona Memorial. The fiberglass canopy area for each boat is approximately 50-55 feet by 20 -- 22 feet. Each canopy has approximately 50 -- 55 stanchions. 3 tourboats have four skylights each; 2 tourboats have two patch areas each. Contractor shall remove existing fiberglass insulation and vapor barrier, install wood or other supportive material to support and maintain canopy height, repair existing fiberglass canopy underside, and finish all fiberglass and installed wood surfaces to provide an aesthetically appealing appearance. Required repairs include: remove light fixtures; remove fiberglass insulation and vapor barrier and place in Government-provided dumpster; remove existing 3/4 inch plywood strips; install new 3/4 X 4 inch wood board to run for/aft and athwart the boat from stantion to stantion; replace deteriorated wood around skylights and engine removal hatches; Replace plexiglas skylights; Repair engine removal hatches and surrounding wood. Inside of repaired hatches shall be uniform in appearance with balance of hatches; primer and paint new wood and overhead with white gloss or semi-gloss finish coat; Reinstall lighting fixtures; Repair fiberglass damage on corners of canopies and patch screw holes in canopy exposed by removal of insulation and vapor barrier as required; As required, replace approximately six aluminum stanchions per boat and approximately twenty each support parts per boat. The 3/4 X 4 inch wood board installed by the contractor shall be installed between the top of the stanchions and the canopy to maintain height of the canopy. Support strips for the canopy shall be arranged in a symmetrical aesthetically pleasing manner. An equivalent material such as recycled plastic or channeled fiberglass may be substituted for wood reinforcement materials, provided the substituted material gives the required canopy support and results in an aesthetically appealing finished surface. All offered substitute materials are subject to Government approval. Requirements for repairs are as follow: Replacement wood shall be of fire retardant/pressure treated grade suitable for marine environment; Replacement wood is to be painted all surfaces to include butt ends prior to installation to prevent moisture intrusion; stainless steel screws, nuts and washers must be used throughout project; Replacement insulation is not required or desired; Light fixtures shall be replaced for the three boats with skylights. Existing light fixtures are fluorescent fixtures approximately 24 inches long, 110V, and are sealed against moisture. Replacement fixtures shall be similar and use existing lighting wiring. Fixture shall be manufactured so that no electrical hazard exists when directly exposed to water. For the remaining two boats, existing light fixtures shall be reinstalled. Work to repair the canopy corners and surface of the installation canopy (i.e. patch screw holes) is considered minor in nature. Upon completion of all work, the interior surface of the canopy shall provide a finished, aesthetically-pleasing appearance. The Government shall have the sole discretion to determine what is aesthetically pleasing should a dispute arise. Upon removal of the insulation and vapor barrier, should the Contractor encounter repairs to the fiberglass canopy which he thinks exceed the scope of the contract, the Contractor shall notify the Contracting Officer of the existence of any such work. This notification shall be provided to the Contracting Officer no later than the next working day after the discovery of the additional work and shall include an estimate for performance of the work. Failure to provide this notification by the Contractor shall result in denial of any subsequent requests for consideration for performance of the work. Contractor is required to continue performance under this order while a determination is made by the Government. Damage sustained to the boats by the contractor during performance of the work shall be repaired by the contractor at no expense to the Government. Contractor's initial proposal submitted in response to this solicitation shall list all proposed work to be performed in sufficient detail to demonstrate understanding of all work required to be performed, included approximate hours allotted per task. All work is to be quoted on a fixed price basis. Performance is to start within one week after award and be completed within 45 days after award. As a result of this modification, the date and time for receipt of offers is extended until 12 September 2001, 1:00 PM HST.
