- Descrpition: I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotations (RFQ) 2001-C-36. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular number 97-21. This solicitation is not a small business set-aside. 1. The U.S. Railroad Retirement Board (RRB), an independent Federal Government agency, headquarters located: 844 North Rush Street, Chicago, IL 60611-2092, intends to procure Tivoli Storage Manager (TSM) Validation Services. II. PRICE SCHEDULE ? The offeror shall provide a firm-fixed hourly rate to provide server validation services and an hourly rate for training three (3) RRB administrators. III. Statement of Work -- A. Requirements -- The offeror shall provide services that satisfy the following mandatory requirements. The RRB shall provide the offeror the ability to logon to the TSM (ADSM) server and review the activity logs. During this stage a consultant shall perform the tasks listed below making recommendations as appropriate. 1. The contractor shall meet with RRB administrator(s) to review the TSM (ADSM) Server configuration. 2. Review data retention policies, policy domains, management classes, and client groupings. 3. Validate current Service Level agreement with client base. 4. Review operational procedures. 5. Review nightly backups for errors. 6. Review daily administrative schedules. 7. Perform Library audit. 8. Validate Server and Client Settings. 9. Check Server and Client Performance. 10. Scan logs for critical system errors. 11. Audit storage pools & storage pool volumes. 12. Review data base utilization/growth. 13. Review CA1 and issues with tape library management. 14. Database Sizing 15. Review include/exclude policies 16. Review system message logging 17. Test compatibility and recommend how Tivoli interfaces with VTS (Virtual Tape Server) and BM giving consideration to these known elements: Tape ownership, Reclamation procedures, Offsite Tapes, and Colocation. B. The contractor shall provide recommendations and documentation for any unknown capabilities and/or functionalities of Tivoli system discovered and/or known during the performance of this contract. Recommend Email alert procedures into existing infrastructure. Recommend optimal procedures for TSM backup and recovery under current configuration. Recommend procedures for recovery of TSM Server. Review TSM server and client security resources for vulnerability and usage. The contractor shall prepare a daily report of its findings. The contractor shall provide a draft report of all finds, determinations and recommendations. The RRB shall review this documentation within (5) five business days and for acceptance. C. The contractor shall provide documentation for SQL Exchange and installation, operation and troubleshooting these systems. D. The contractor shall provide on-site training services for up to three (3) RRB system administrators to bring about the transfer of all necessary knowledge for efficient system operation. The offeror shall also provide the RRB with a list of training facility needs and coordinate the training needs with the RRB designated staff. The RRB can provide a PC-lab classroom for 17 individuals. The offeror shall provide all training materials necessary for administrators to have a thorough working knowledge in the operation of the SQL and Exchange server connect agent and its functionalities. IV. The vendor/offeror must also provide the contract number, if a GSA/SWAC contract, the terms and conditions and price schedule with the offer. The offeror must also provide a federal tax identification number and a Dun and Bradstreet (DUNS) number. V. CONTENTS OF PROPOSAL SUBMISSION AND EVALUATIONS. Offerors shall submit their quotations/proposal in two volumes: 1) Technical Proposal ? The Offeror shall submit four (4) copies of the technical proposal. a. The offeror shall fully and clearly address each mandatory factor in sufficient detail so that the RRB?s technical evaluation panel can identify and comprehend the capability and resources the offeror intends to bring to this procurement for its minimum requirements. (See Section III) i. Services offered. The offeror shall provide a narrative detailing how your services meets and/or exceeds the RRB?s minimum requirements. ii. Training. The offeror shall provide a list of proposed project team members who will train the RRB personnel, their levels of education (e.g. bachelor?s degree or higher), years of experience with password management systems, and any technical certifications. vii. Past Performance information (including three (3) references with phone numbers, addresses and points of contact) describing the experience required in Section III. 2. Business Proposal a. The Offeror shall submit two (2) signed copies of Standard Form (SF-)1449 with Blocks 12, 17a. and b., and 30a., b., and c. completed. b. i. Signed and completed Offerors Representations and Certifications ? Commercial Items (FAR 52.212-3). ii. Other information the contractor determines appropriate and relevant to the evaluation team. d. 3. Evaluation of the offers shall include all of the items above and other information available to the Contracting Officer. 4. Offers will be evaluated on a technical-to-price ratio of 2:1. The award shall be based upon the offer that provides the best value to the Railroad Retirement Board, price and other factors considered. 5. Proposals shall be evaluated using the following factors: Experience, Quality of staff, and past performance. 6. The offeror certifies that the offered price in Section II shall be valid for 90 days and, if accepted, shall be valid for a total of __ years after the date of contract acceptance. Availability of Funds for the Next Fiscal Year (Apr 1984). FAR provision 52.212-3 must be completed and submitted with the offer. FAR clauses 52.212-4, Contract Terms and Conditions ? Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items apply to this solicitation. In accordance with FAR 52.212-5, the following clauses are hereby incorporated by reference in paragraph (b): 52.203-10 Price or Fee Adjustment for Illegal Improper Activity; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). VI. RESPONSE TIME IS TEN (10) CALENDAR DAYS AFTER DATE OF THIS PUBLIATION FOR SUBMISSION OF PROPOSALS. Mark outside of the envelope ?RFQ2001-C-36 Enclosed? and offeror?s name and address. Address package to: U.S. Railroad Retirement Board, Purchasing Division, 844 North Rush Street, Chicago, IL 60611-2092. The RRB will not accept proposals submitted by facsimile or email. THE OFFEROR SHALL REQUEST IN WRITING OR VIA E-MAIL, MORGANVE@RRB.GOV, AND/OR FAXED. No telephone calls will be accepted.
