Description
Estimated Request for Proposal Release Date: 24 SEP 2001. Estimated Proposal Closing Date: 25 OCT 2001. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to FedBizOps (http://www.eps.gov). It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. The subject acquisition is for a broad range of maintenance, repair and minor construction work on real property at Travis AFB, CA. The contract will be an indefinite delivery-indefinite quantity type contract and will include a wide variety of individual construction tasks as identified in the Unit Price Book (UPB). The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office on Travis AFB in order to receive delivery orders and provide other management services related to accomplishing individual delivery orders. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades including carpentry, road repair, roofing, excavating, interior electrical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The North American Industry Classification System (NAICS) is all NAICS codes in section 235 Construction-Special Trade Contractors. The minimum dollar value, which will be required under this contract during the basic year and each option period, will not be less than $200,000. The maximum dollar value of the contract during the basic year and each option period shall not exceed $4 million. The performance period will be a twelve-month basic year with four twelve-month option periods. This acquisition is set-aside for competitive 8(a) concerns and has a geographic restriction to Zone IX (CA, HI, NV, and AZ). The government anticipates significant subcontracting activity under this contract. In order to be eligible for an award registration in the Central Contractor Registration database (http://www.ccr2000.com) is required. This is a competitive Request for Proposal, best value Source Selection to be conducted in accordance with Federal Acquisition Regulation 15.3 and Air Force Acquisition Regulation Supplement (AFFARS) 5315.3. There will be no public bid opening. Submission of offers is to be submitted via email to edward.emmons@travis.af.mil with a courtesy copy to jane.bailey@travis.af.mil by 4:30 P.M.
