Description

The United States Environmental Protection Agency intends to award a sole source fixed price purchase order to Texas A&M University's Department of Agricultural Economics for analysis and report of greenhouse gas emission involving the agricultural and forestry sectors. This department has developed a unique modeling tool to analyze responses in agricultural and forestry production and greenhouse gas emissions and carbon sequestration, providing choices of mitigation options and practices. Texas A&M, with their ASMGHG and FASOMGHG Models, will provide the most timely, cost effective means of completing this project. This notice of intent is not a request for quotation for competitive quotes. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. See Note 22.
