Description

The U.S. Army Robert Morris Acquisition Center, White Sands Contracting Division, intends to award a sole source contract to Nobility Environmental Software Systems, Inc. for non-personal services to enhance the current Nobility database system. The Envir onmental and Safety Directorate at White Sands Missile Range uses the system in support of the National Environmental Policy Act (NEPA) compliance process. The current NEPA review process application is comprised of off-the-shelf commercial Nobility softwa re purchased and customized to fit the needs of the Environmental and Safety Directorate, under separate contracts. This requirement is a follow-on action for enhancements to the customized software. No other vendor provides the same off-the-shelf softwar e, in either the US or Canada. Nobility has proprietary rights to the original software and no other company can be reasonably expected to provide these services.
