Description
The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Center for Public Service Communications (CPSC), 3221 N. George Mason Dr, Arlington, VA 22207 in accordance with FAR 13.106(b)(1) to provide technical and programmatic support for Specialized Information Service (SIS) Division Databases. The period of performance is anticipated to be a base year with one 3 month option period. The National Library of Medicine's Office of Specialized Information Service (SIS) Division provides environmental health and toxicology information to health care providers, medical librarians, and professionals in health agencies as well as other health organizations through specialized databases focusing on toxicology, chemical and HIV/AIDs information, publications, and a variety of community outreach initiatives. This project will increase the awareness and use of NLM's medical and health information products and services, especially within minority and other special populations in order to strengthen and modernize biomedical research, training and applications and reduce health disparities. CPSC shall meet with selected members of the SIS leadership team on an as needed basis. Meetings shall be held at the NLM site, and/or via teleconferencing to provide the following tasks. 1: identify opportunities to increase awareness and use of SIS information, databases and other services and "products" among minority and other special populations; 2: provide technical and programmatic support in support of SIS outreach projects, including the Toxicology Information Outreach Panel, Tribal Connections project, and health information technology initiatives of Historically Black Colleges and Universities and Minority Health Professions Schools. The Contractor will also conduct and/or participate in assessments of the programs as previous stated; 3: provide technical and programmatic support to SIS in collaboration with other federal agencies, including the National Aeronautics and Space Administration, the Department of Health and Human Services Office of Minority Health, and the Office for the Advancement of Telehealth. CPSC has provided guidance and expertise to the public and private sector clients in the highly specialized fields of telecommunications and information technologies in health, education and other public services. Further, CPSC possesses 11 years of historical perspective. CPSC has worked regularly as a telehealth contractor and advisor to numerous U.S. Government agencies including NASA, the National Library of Medicine, the Agency for Health Care Policy and Research, Advanced Research Projects Agency, the Department of Defense, the Office of Rural Health Policy, Office for the Advancement of Telehealth, the Office of Disease Prevention and Health Promotion, the Office of U.S. Foreign Disaster Assistance, and the State Department. Further, since 1993 CPSC has been coordinator of the Congressional Ad Hoc Steering Committee on Telehealth. This committee is an advisory group, comprised of key congressional representatives and their staffs with the purpose of providing expert advice and opinion on issues regarding the integration of new health information technologies into health care delivery strategies. CSPC was the Principle Investigator for assessment of health applications of telecommunications and information technology within and among minority health professions schools (funded by National Library of Medicine and the Office of Minority Health on behalf of the Minority Health Professions Foundation). CPSC has conducted program reviews; for the National Library of Medicine a review of major policy studies, task force reports, and legislative activities in the area of telehealth, for the Veterans Health Administration, an assessment of Telemedicine within the Department of Veterans Affairs, Human Dimensions of telemedicine for the Office of Rural Health Policy. Internationally, CPSC has working experience in Africa, the Caribbean, Central America, South America, China, Eastern Europe and the former Soviet Union, Western Europe, and the Pacific. CPSC also works regularly with many international organizations and is recognized by them as a world leader in the fields of health information technology and humanitarian assistance. These organizations include the United Nations Department of Humanitarian Affairs, International Decade for Natural Disaster Reduction Secretariat, United Nations Development Programme, United Nations Office of Outer Space Affairs, the World Health Organization, and the Pan American Health Organization. Among its international credentials, CPSC was a consultant to the National Institutes of Health, National Library of Medicine and Multilateral Initiative on Malaria with the objective to improve the ability of malaria scientists to conduct and share scientific research throughout Africa. CPSC was advisor to The Role of Internet in the Management of Disasters and Disease, a regional workshop designed to facilitate communications and exchange of information related to uses of Internet for planning, strategic decision-making, and operational coordination of disaster preparedness and response and management of disease outbreaks, on behalf of and under contract to the Pan American Health Organization Division of Emergency Preparedness Disaster Relief Coordination. CPSC is the only known company with the combined knowledge, skills, and experience that can provide the technical support and specialized professional and analytical services in the area of health information technology that meet NLM requirements. This notice of intent is not a request for competitive quotations. However, all quotations received 15 days from the date of publication will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
