- Description
- The International Boundary & Water Commission, United States Section, has a requirement for a firm-fixed price contract to purchase and install Automatic Gate Controls for the American and International Dams. The Dams are located on the Rio Grande within the city of El Paso, Texas and are approximately 2 miles apart. Within a short distance below the American Dam the channel of the Rio Grande forms the international boundary between the United States and the Republic of Mexico. The American Dam is located wholly within the United States. Approximately one half of the International Dam is located in the Republic of Mexico. The automatic gate controls currently in use on both diversion dams are approximately forty years old and are in need of replacement. In laymen's terms, the existing gate automation system is known as a "Little Man Automatic Gate Control System". The American Dam diverts water into the American Canal for U.S. irrigation purposes. The dam is fitted with 13 gates which span the Rio Grande. Of the thirteen gates, six are fitted with automatic gate controls. The gates are the radial type and a set of two gates are operated by one 5hp, 3 phase motor, therefore, three motors shall be fitted with automatic controls. The American Dam was recently rewired and fitted with, 1) Magnetic Reversing Motor Starters, 2) Refurbished 5hp gearmotor, 3 phase, 60 hz -- 220/440 VAC, 8.4/4.2 Amps 116 RPM, 3) Limit Switches, 4) Circuit Breakers, 30 Amp., 5) Push Button Station -- 3 Button, Raise, Stop, and Lower. The vendor shall supply the logic system and install timers, relays, switches, terminal blocks, and fuse blocks for the elements required to automate the dam gates. The International Dam is fitted with 4 gates which span the Rio Grande. The four gates are fitted with automatic gate controls. The gates are the radial design type and a set of two gates are operated by one 5hp, 3 phase motor; therefore, both motors shall be fitted with automatic controls. The vendor shall provide the following components for the International Dam, however, the components are not limited to: 1) Magnetic Reversing Motor Starters, 2) Limit Switches, 3) Circuit Breakers, 30 Amp. 4) Push Button Station -- 3 Button, Raise, Stop, and Lower, 5) Other miscellaneous parts. The government and an authorized representative of the vendor shall jointly test the automatic gate control system and both dams by simulating both rising and falling water stages on the Rio Grande. If the new Automatic Gate Control Systems do not operate as described, or the system requires modification, the vendor shall be responsible for making adjustment until the system works as the existing system. The vendor shall provide technical assistance for a period of two years (beginning at the acceptance of the system by the Government), the price for these services shall be included in the quote. A contractor's technician shall be available within twenty-four (24) hours of notification to make the necessary repairs or adjustments. The vendor shall provide four (4) sets of Operation and Maintenance Manuals and drawings, and additional spare parts for each dam such as relays, switches, timers, motor starter, limit switches and push buttons. This requirement is unrestricted. The applicable North American Industry Classification System Code for this procurement is 335313. Simplified Acquisition Procedures will be used for this commercial acquisition. The small business standard for this acquisition is 750 employees. Tentative dates for issuing and opening RFQ H-18-01 are September 7, 2001 and September 20, 2001 respectively. Quotes will be available for inspection at the International Boundary & Water Commission, US Section, 4171 North Mesa, Building C, Suite 224, El Paso, Texas 79902-1441.
