Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisition Branch (M/CON/SA) intents to solicit, negotiate and award a Purchase Order (contract) on a non-competitive basis using Simplified Acquisition Procedures (FAR Part 13) to Quantel, 25 West 43rd Street, New York, New York 10036 for the purchase of a software/hardware update for an existing Quantel Editing System, s/n 16175, which consists of : 1) Quantel 460-106 Editbox Seat update for a V8 Editseat, Qty. 1 each and Product Training (at customer site) for two (2) days, Qty 1 each. Quantel is the manufacturer and is only known source of this equipment. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1), which states: "When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.@ This Notice of Intent is not a request for competitive price quotations or proposals. However, other interested firms or persons may express their interest and capability to respond to this requirement. The Government must receive all such price quotations by close of business 12 Noon EST, Tuesday, September 25, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon response to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
