Description
Sol. 674-97-01. Radiological Physics Services The Central Texas Veterans Health Care System intends to secure the services of a radiological physicist for the radiation safety program for the period 10/1/01 through 9/30/02 and two option years. The company selected must provide personnel who meet the following qualifications: 1) Must have the ability to provide accurate verbal and written interpretations, judgments and statements with regard to Nuclear Regulatory Commission rules and regulations, and radiological, nuclear imaging, radiation, and radiation safety rules, regulations, policies and procedures. 2) Must provide consistently accurate review of quality assurance procedures and documentation and provide radiation safety training to technical personnel in Imaging Service, Safety Service, and others as required. 3) Must have appropriate licensure, national certification (ABR or ABMP) experience, and a minimum of a Ph.D. in a field or radiation related physics. Also must have 20 contact hours of documented specialized training in conducting surveys of mammography facilities, have conducted at least one mammography facility survey and a total of at least 20 mammography units. Must have taught or completed at 15 CE units in mammography during the preceding 36 months, including hours of training appropriate to each modality evaluated during a survey or oversight of QA programs. The vendor selected will perform Diagnostic X-ray Services Reviews, annual on-site inspections to include radiation surveys and performance tests of CT and MRI units, provide start-up inspections, provide annual written reports of findings, survey mammography program to include inspection of tubes, and quality control tests, etc. Will provide services to the Research Program as required. Will perform quarterly on-site health physics/regulatory compliance surveys of the Nuclear Medicine facilities, perform and document annual calibrations of all radiation survey meters and well counters, and prepare annual EPA compliance reports. Will provide radiation safety training, review and analysis of personnel reports, written reports, and consultations as needed concerning performance or safety procedures. This solicitation is issued as a Request for Quote under commercial acquisition procedures in FAR 12 and offers will be evaluated based on 1) Technical qualifications and experience. 2) Past performance, and 3) Cost. These are listed in descending order of importance. This is a total small business set-aside, NAIC 621512.
