Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request For Quote (RFQ). Submit offers on RFQ1019. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-27. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside. The North American Industry Classification System Code Number 334516. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for a multi-laser high speed Cytometry System Upgrade, one (1) each. The NIAID requires a multi-laser/high-speed cytometry system Upgrade for FACS VANTAGE SE SENSOR Flow Cytometry Section, to provide the capability of cell sorting to its researchers and must be compatible with existing equipment. The upgraded equipment is used in identification of cells, viability determination, cancer diagnosis and transfection determination. The color laser upgrade must be able to process cells at a high rate of speed while providing for physical identification. The flow cytometer upgrade shall be comprised of the following components: (1) Laser-Helium-Neon Air cooled Unit, (2) Laser-Air Cooled Argon-ION, (3) Detector Option 3 includes Triple Beam Split, (4) Detection Option 4 includes additional Fluorescence Channel for use with a third laser, (5) Detection Option 5 provides Fourth Fluorescence Channel for use with primary Laser, (6) Pulse Processor Plus that provides area, width and ratio measurements of up to three detector signals, (7) Options Chassis Assembly, (8) Omni Complete Panel Assembly, (9) Log Detection Assembly, (10) AccuDrop component for separation of beads, (11) Accudrop Beads for testing of the Accudrop, (12) Aerosol Containment Kit version 1000, and (13) Aerosol Containment Kit 2. Delivery locations is F.O.B. Destination Bethesda, Maryland 20892 to the National Institutes of Health, National Institute of Allergy and Infectious Diseases, inside delivery required. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial; FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-3 Offerors Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items; FAR 52.225-3 Buy American Act. The Government intends to make a Best Value Buy to the responsible offeror whose offer is most advantageous to the government. The following evaluation criteria will be used to evaluate offers: (a) Price; (b) Compatibility with existing Government-owned FACS Vantage SE Sensor Flow Cytometer (BD Bioscience); (c) Delivery Date; and (d) Warranty.
