Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA is developing a precise, lightweight optical component that can operate in the ultraviolet and extreme ultraviolet spectral regions from a suborbital or orbital platform. The composite material carbon/silicon-carbide (C/SiC) shows promise for such applications if it can be polished sufficiently smooth. The work specified here will advance the state of the art for composite material carbon silicon carbide optics. The deliverables are: 1.) Coupon A , 9-11 CM diameter round, 1-2.5 CM thick. 2.) Coupon B, 9-11 CM diameter round, 1-2.5 CM thick. 3.) Two coupons C and D, 3-5 CM diameter round, 0.5-1.5 CM thick.4.) Coupon E,3-5 CM diameter round, 0.5-1-5 CM thick. The production of unpolished coupons A-E: the C/SiC substrate is to be produced from a carbon/carbon-fiber greenbody by a process of silicon infiltration at high temperatures. After infiltration, C/SiC coupons are to be cleaned and the front and back surfaces ground to approximate flatness. The front and back surfaces are then to be cladded with a dense layer of Si-SiC via the application of a SIC-bases slurry and subsequent firing. This will complete the processing of coupon E. The other coupons will be further processed, as described below. The polishing of coupons A-D: Coupon A is to be polished to a target flatness of 0.05-0.1 wave RMS at 633 NM and to a target surface microroughness of less than 1 NM RMS. Coupon B is to be polished to the same target specifications as coupon A, but coupon B is to be lapped and sputter-coated with a thin layer of Silcon before polishing. Coupons C and D are to be polished to the highest smoothness possible so that they may be evaluated for extreme ultraviolet reflectivity. The Nasa technical contact is Douglas Rabin 301-286-5682. The provisions and clauses in the RFQ are those in effect through FAC 97-20. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 PM 10/8/01 and may be mailed or faxed to 301-286-1773 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
