- Description
- This is Amendment 5 to solicitation M67854-01-R-1099. This amendment revises the salient characteristics required for the MTAS, namely eliminating the requirement for the Light Only Module (LOM) and clarifying salient characteristics for the Intergraded Laser Light module (ILLM). Accordingly, the MTAS salient characteristics are revised to read as follows: 8.4.1 Salient Characteristics for the Marine Target Acquisition Set (MTAS) The salient characteristics for the MTAS are described below as threshold and objective characteristics of the module that comprise the MTAS, the Integrated Laser Light Module (ILLM). A "threshold" is the minimally acceptable criteria for a particular subfactor, while an "objective" is a criteria level that is desired by the Government. Offers that fail to meet any threshold criteria will be considered to be non-responsive to the solicitation. Offers that meet all threshold criteria will be considered favorably to the extent they also meet objective criteria. 8.4.1.1 Integrated Laser Light Module subfactors. The salient characteristics for the Integrated Laser Light Module (ILLM) are as follows: 1. ILLM Threshold: The ILLM will be used to acquire and engage targets with small arms weapons in close quarters combat engagements and for command and control at the squad level. 2. ILLM Threshold: The ILLM shall have a single, multi-functional configuration including infrared aimer, infrared illuminator, visible aimer, and flashlight. 3. ILLM Threshold: The ILLM shall be attachable/detachable to a 1.370 +/- .010"military standard 1913 rail, (SMAW, MEUSOC pistol, M4) with no tools needed. The ILLM shall be attached to an M9 by means of an adapter. The adapter will not replace current weapons parts. The adapter will provide a MilStd. 1913 platform. No tools shall be required to attach or detach the ILLM after the adapter is installed 4. ILLM. Threshold: The ILLM shall have a weight, including batteries and mounting hardware, not exceeding 300 grams. 5. ILLM Threshold: The ILLM shall be marked with a unique serial number. 6. ILLM Threshold: The ILLM shall be classified and labeled by the manufacturer in accordance with ANSI 2136.1. 7. ILLM Threshold: The ILLM shall sustain submersion in seawater at a depth 25 feet for 60 min unprotected. 8. ILLM Objective: The ILLM shall be operated by means of a manual switch positioned near the trigger guard enabling fingertip operation with either the firing hand or the supporting hand (M9, MEUSOC). A remote switch capability shall be available for use at the operator's discretion. 9. ILLM Objective: The ILLM width, length, and height shall not exceed 4.5 inches in length X 4.00 inches in height X 2 inches in width. 10. ILLM Objective: The ILLM shall be capable of the following operational modes: a. Off, b. Visible laser aimer only, c. Visible laser aimer and visible flashlight, d. Visible flashlight only, e. IR laser aimer only, and f. IR laser aimer and IR illuminator. 11. ILLM Objective: The ILLM shall use DL 123A 3-volt DC lithium batteries or AA batteries. 12. ILLM Objective: The ILLM shall sustain submersion at a depth of 50 feet for a minimum of 5 minutes, whether attached or detached from a weapon, without degradation in performance. 13. ILLM Objective: The visible and infrared aiming lasers of the ILLM shall be adjustable for azimuth and elevation, providing a minimum of +/- 30 cm of horizontal and vertical deflection at 25 meters. 14. ILLM Objective: The ILLM shall retain a post-firing zero position after discharging 300 rounds of standard issue 5.56, 45cal, 9mm ammunition, and 10 HEDP (HX05) SMAW rockets. 15. ILLM Objective: The laser emissions of the infrared aimer shall not exceed Class I. The visible laser shall be Class IIIA or less, with output power not exceeding 5.0 mW. 16. ILLM objective: The white light shall produce at least 75 lumens of light output. 17. ILLM objective: The ILLM shall operate for a minimum of one hour continually without changing batteries. ILLM: Subfactors 1, 2, 3, 4, 5, 6 and 7 are significantly more important than subfactors 8, 9, 10, 11, 12, 13, 14, 15, 16 and 17. Subfactors 1, 2 and 3 are slightly more important than subfactors 4, 5, 6 and 7. Subfactors 1, 2, and 3 are of equal importance. Subfactors 4, 5, 6 and 7 are of equal importance. Subfactors 8, 9, 10, 11, 13, 14, 15,16 and 17 are slightly more important than subfactor 12. Subfactors 8, 9, 10, 11, 13, 14, 15,16 and 17 are of equal importance. The date for which proposals are due remains 14 September 2001. All other information in the above numbered solicitation, as heretofore amended, remains unchanged.
