NOTICE OF INTENT TO SOLE SOURCE -- The National Institute for Occupational Safety and Health (NIOSH) laboratory facility in Morgantown, WV has the desire to purchase one each of a TSI model 3022A condensation particle counter (CPC). This instrument will be used to characterize the particle size distribution and particle concentration in the chamber to be used to generate and collect bioaerosols and aerosols. It can also be used for basic aerosol research (biological and non-biological), air quality research, filtration efficiency measurements, inhalation/exposure chamber studies, and as a particle counter calibration. This CPC provides real-time measurements of incoming aerosol particle count concentrations of particles greater than or equal to 7 nanometers in diameter. Its unique advantage is that it detects these small particles over a wide range of concentrations very accurately, several orders of magnitude higher than other continuous-flow particle counters. The model 3022A can be integrated with existing TSI systems like the SMPS and other TSI equipment presently used in our labs and would therefore be fully compatible with existing systems/equipment. The Government intends to negotiate on a sole-source basis with TSI, Inc., St. Paul, MN. Organizations who believe they can provide an equal product to the TSI model cited, particularly with regards to the degree of accuracy and reliability, may respond within 7 days after publication of this notice. Simplified acquisition procedures will be utilized for this acquisition. Information received would generally be used for the purpose of determining whether to conduct a competitive procurement.
