Description
17. This notice is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RFQ #1024. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 333315 and the Small Business size standard is 500. SCHEDULE: The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a high-resolution digital camera that will be attached to the Transmission Electron Microscope (TEM), and will procure images directly from the TEM. This camera must be compatible with Gatan an existing fast scan camera that is attached to the microscope, however the fast scan camera will not produce digital images, it will be for viewing only. In addition, the digital camera must have the following capabilities: 1) The Charged Coupled Device (CCD) shall be an astronomy grade CCD with 1024x1024 pixels. 2) Each pixel size shall be a minimum of 24 x 24 in physical size, not effective pixel size. 3) A YAG scintillator shall be supplied as standard. 4) The CCD shall be fiber-optically coupled to the YAG scintillator. Lens-coupling or reduced fiber-optically (tapered) coupling shall not be accepted. 5) The CCD shall have no more than 10 column defects in the entire 1024 x 1024 image. 6) The scintillator shall be cooled by the Peltier cooler. 7) The camera shall be pneumatically retractable, mounted in the existing 35mm camera port, and have a sensor installed to automatically retract the camera head into a vacuum enclosure whenever the microscope camera chamber is about to be vented. 8) Image acquisition shall be a minimum of 14 bits, 710 kHz, with flexible sub-area-readout, and have x2, x3, x4, and x8 binning supported. 9) To limit streaking from saturated regions in the image, anti-blooming shall be supplied as standard. 10) DigitalMicrograph software shall be provided for image acquisition and processing. 11) Installation and on-site training shall be provided. 12) TEM air, water, and electronic interface hardware shall be included as standard. 13) Software for automatically focusing, aligning, and stigmating the TEM shall be supplied. The CCD system shall automatically capture the TEM magnification through a RS-232 interface. 14) The supplied software shall operate on Windows 2000. FAR 52.225, Buy American Act also applies to this acquisition. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items. The Government intends to make a "Best Value Buy" to the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will include 1) the technical capability of the item offered to meet the government's needs, 2) price, 3) delivery time.
